 Nara Temples: Yakushiji
The tomb of Emperor Temmu is a good place for reflections on the transience of life: 'Thus the mighty have come to nothing.' It sounds like a hackneyed phrase, but in this case it is very appropriate, too.
Temmu was the first Japanese emperor to call himself a 'living god,' and had court poets such as Hitomaro sing his praises in a most lavish way.
Temmu, the 'child of the high-shining Sun,' 'who was destined to rule the land for ten-thousand generations' was literally glorified into heaven.

Kojiki - New World Encyclopedia Preview
C.E., after the Jinshin Rebellion, Emperor Temmu desired to enhance the Imperial genealogy and the existing oral traditions concerning aristocratic families, so that these could be passed down to future generations.
Hieda no Are, a 28-year-old supporter of the emperor, had the ability to read passages of text at a glance and to remember stories as they were told in detail.
Emperor Temmu ordered Hieda no Are to learn Teiki (an Imperial genealogy which was maintained by government officials and is no longer in existence) and Kuji (the oral traditions of each clan’s history, also no longer in existence).

 KOJIKI (Ancient Records and Myths)
In Emperor Temmu’s way of thinking the “framework of the state” was therefore not merely a reason for having Imperial Records and Ancient Myths written down but a centrally important purpose of the Great Reforms.
But Emperor Temmu had other reasons for demanding action that would sanctify his position as the Emperor of Japan: he was only the younger brother of Emperor Tenchi, the previous occupant of the throne, and he reached the throne only after fighting and winning a war against a Tenchi son.
Such linkage between the authority and power of the Japanese state is revealed not simply in the wording of the Temmu command but in the sweep and tone of both the Great-Reforms and the Great Goddess Shinto movement.

IOL: Ancient palace may reveal emperor's secrets
Archeologists who have been excavating the site for decades recently found remains of a stone courtyard, a pond and holes for wooden pillars they believe were part of the residence of the Emperor Temmu, who reigned for over ten years and is remembered for establishing a centralised bureaucracy modeled on that of ancient China.
Previous digs had uncovered remains of walls, gates and other outlying parts of Temmu's palace, known as the Asuka Kiyomihara Palace, but never the emperor's residence itself, said Kiyohide Saito, a researcher with the Archaeological Institute of Kashihara-Nara.
After Temmu's death in 686AD, his widow ruled in Asuka until 694AD, when Japan's capital was moved to a site close to the present-day western city of Kashihara.

Emperor Temmu (reigned 682-686) believed there were many errors and conflicting information in the existing record, and he wanted to once and for all a history that would correct these shortcomings and establish the “correct” history of Japan before it was too late.
Therefore, around 681 Emperor Temmu commanded Hieda no Are, a court attendant and reciter, to memorize all the court documents and genealogies so that an authoritative history could be compiled.
Later, Hieda no Are recited these and other stories to O no Yasumaro, a scholar-official, who compiled them in Kojiki, which covers Japan’s “history” from the Age of the Gods and the creation of the Japanese islands through the first legendary and semi-historical emperors to 628.
