Temporal power - Wikipedia, the free encyclopedia
The temporal power of the Popes is the political and governmental activity of the Popes of the Roman Catholic Church, as distinguished from their spiritual and pastoral activity (also called eternal power).
The temporal power has been often discussed in politics, in philosophy and in theology, mainly given that its practical effects were often very far from the official religious doctrine.
The same story with the inquisition, quite commonly considered as a mere instrument of the temporal power (therefore with no accepted religious meaning); it is perhaps the moment of the greatest distance between the Gospel and the Roman curia.

Since, then, the temporal power is baptised as we are, and has the same faith and Gospel, we must allow it to be priest and bishop, and account its office an office that is proper and useful to the Christian community.
Therefore I say, Forasmuch as the temporal power has been ordained by God for the punishment of the bad and the protection of the good, therefore we must let it do its duty throughout the whole Christian body, without respect of persons, whether it strikes popes, bishops, priests, monks, nuns, or whoever it may be.
Therefore the temporal Christian power must exercise its office without let or hindrance, without considering whom it may strike, whether pope, or bishop, or priest: whoever is guilty, let him suffer for it.

While royal power is normally exercised, the people remains in possession of a power superior to that of the king; otherwise, it could not, under extreme circumstances, depose the king by virtue of a power superior to his.

In this Alexandria, the most powerful and wealthy, was the leader, and Theophilius, Cyril, and Dioscorus filled the first half of the fifth century with their ceaseless assaults on St. John Chrysotom, Nestorius, and Flavianus, whose principal fault was that their see was rapidly overshadowing the influence of the traditional apostolic churches.
The province of the church is to preach the gospel and administer the sacraments, not to dethrone kings, usurp temporal power, or interfere with the laws of the land.
In the English establishment the power of excommunication was not confided to the hands of simple pastors and congregations but formed part of the machinery of ecclesiastical courts, and Knox would not submit to be shorn of the prerogatives which he deemed essential to the office of the ministry.

Spiritual power means the power of the keys; power to open and shut; power in heaven, purgatory, and hell; possibly in some cases power to interfere in a supernatural manner with the common course of nature.
Temporal power means power to deal with life and limb, goods, liberty, and reputation--all the hopes and fears of this visible world.
Now, if the spiritual power is the power which works by persuasion, and the temporal power the power which works by force, it will follow that every society in the world is both spiritual and temporal; in other words, it will follow that the distinction is unfounded.

ST. ROBERT BELLARMINE ON THE INDIRECT POWER   (Site not responding. Last check: 2007-10-21)
Bellarmine’s indirect power seems to be simply a direct power restricted to exceptional use; but if the Church uses it she must have had it; and in that case the power of the Church is not solely spiritual.
And as soon as the temporal life of human society is regarded simply as a means to the spiritual life of the Church, one rapidly concludes that the temporal power is merely an instrument of the spiritual power.
The conclusion is much too rapid; the subordination of the temporal power to the spiritual is not that of instrument to principal cause, as the subordination of the temporal to the spiritual end of man is not that of means to end.

For a temporal purpose is subordinate to a spiritual, as is manifest; because temporal happiness is not the absolutely ultimate end [of man]; as temporary it must be related to what is unending: this is made clear by Aristotle in Bk I of his Ethics, c.
1, that faculties or powers are subordinated as are purposes.
If, then, a temporal republic is obliged to suffer a setback because of a spiritual good, it is a sign that the two are not separate but two parts of one and the same thing, and that one is subordinate to the other.

The two powers had to be reduced to unity in the unique supremacy of the spiritual power—a supremacy that required the temporal power to be, in the order of origin, from the spiritual power, and consequently, in the order of finality, for the spiritual power.
Moreover, John of Paris is at pains to refute the curialists' attempt to reconcile the dualist conception of the powers with a unitary conception of the Christian commonwealth by a distinction between "possession" and "executive use" (executio) of the temporal sword.
In hierocratic theory the instrumentality of the temporal power with regard to the good of the Church was the consequence of its origin from the papal power.

In the current state-of-the-art, the measurement of temporal-average power can be made with greater accuracy (e.g., by radiation force techniques) than the measurement of temporal-maximum power, which currently must rely on hydrophone measurements.
The intent regarding the calibration of the pulsed mode can be stated as follows: The temporal-maximum power and intensity must be indicated, and the ratio of temporal-peak to temporal-average intensities must be specified.

First, the Pontiff, as Pontiff, has no temporal power nor can he in any way command secular rulers, nor deprive them of principality or kingdom, even if they deserve to be deprived.
A third opinion, moderate and common to Catholic theologians, is that the Pontiff has no direct and immediate temporal power but only spiritual, but by reason of his spiritual power he has a certain indirect power, and that of the highest order, over temporal matters.
Thirdly, it is not contrary to divine law that Bishops should have, even actively and directly, temporal power over cities and provinces given to them by kings, or acquired by other just titles.

Hasker replies, "On the one hand, power to bring about need not be causal power; on the other hand, the counterfactual dependency relation (and therefore also 'counterfactual power') is not 'enough for me to say that each of them is such that its truth is up to me'."{8} This reply misses Flint's point.
Thus, S must have the power to eliminate the past fact of God's believing p, which is the power to alter the past, an evident absurdity.
The power in question is the power to perform a particular act under given circumstances, and not a generalized power to perform acts of a certain kind.

One distinction between the consolidating activity of a merely temporal sovereign and that of a Pope, though obvious, must not be left without notice, since it accounts in a measure for the special obloquy which the Popes have incurred for obeying the general instinct of their time.
It might indeed be said that they ought to have renounced the Temporal Power altogether, and gone forth scripless into the world in the fashion of the Apostles; but in their age such a proceeding would have been impracticable, nor could the thought of it have hardly so much as entered their minds.
The Temporal Power had made prodigious strides in the last three years, but it was still a question whether its head was to be a Pope or a secular prince.

Yet as the old edifice of papal temporal power was crumbling, the first probes toward a papacy of witness and moral suasion could be detected.
By reminding the world of power that it is not sovereign over all aspects of life, the papacy, engaged diplomatically, performs an invaluable service to the world of power.
Thus, precisely for the world’s sake, the Church must continue to run the risks of ambiguity in its engagement with worldly power, even as the papacy of the twenty—first century is transformed in the image of John Paul II, the heir and champion of the Second Vatican Council.

Did Gregory VII have a consistent view of temporal power?
Below is a short sample of the essay "Did Gregory VII have a consistent view of temporal power?".
Henry is portrayed by Gregory as a hypocrite, "with us" [the Church] in body, but "against us [the Church] in mind and spirit." The integral part of the argument that Gregory's view of temporal power was "rugged and dissonant" is his bitter condemnation of the beginnings of kingships described in this letter.
Even in a letter to William I of England he states that "God…distributed apostolic and royal dignities, both higher than any other in the world." Another indication of his general view of temporal power is his statement in a letter to Countess Adelheid of Turin that "honour and power were granted to you by God."

UNAM SANCTAM Pope Boniface VIII's Declaration of Papal Power and Authority
Certainly the one who denies that the temporal sword is in the power of Peter has not listened well to the word of the Lord commanding: 'Put up thy sword into thy scabbard' [Matthew 26:52].
For since the Apostle said: 'There is no power except from God and the things that are, are ordained of God' [Rom 13:1-2], but they would not be ordained if one sword were not subordinated to the other and if the inferior one, as it were, were not led upwards by the other.
For when the Apostle says "There is no power but of God, and the powers that are of God are ordained," they would not be ordained unless sword were under sword and the lesser one, as it were, were led by the other to great deeds.
