  The Big Apple: Tenderloin
The once-seedy heart of New York City was once called the "Tenderloin." Police Captain Alexander Williams allegedly coined the term in the late 1870s, but the earliest citations that I have are from the 1880s.
When Captain Williams was made King of the Tenderloin not one in fifty citizens dreamed of the part it was made to play in swelling the flmailing fund necessary to maintain control of the political machinery of the town.
Of course, Captain Williams, the inventor of the name "Tenderloin," denied that this great hotbed of vice, roaring and bubbling in the heart of the city, was a source of politcal revenue through flmail to the corrupt bosses.

Harlem, New York City, neighborhood profile
It was extended 127 miles north to a railroad junction in Columbia County at Chatham, New York by 1851.
However, the unwillingness of landlords elsewhere in the city to rent to fl tenants, together with a significant increase in the fl population of New York, meant that rents in Harlem were for many years higher than rents elsewhere in the city, even as the housing stock decayed.
The popularity of playing the numbers waned with the introduction of the New York State lottery, which has higher payouts and is legal, but the practice continues on a smaller scale among those who prefer the numbers tradition or who prefer to trust their local numbers bank over the state.
