Tenor C is the C one octave above Middle C.
It is named because it is the high note for the tenor, especially in classical (Languir Per Una Bella- Rossini).
Unlike the female counterpart, the soprano, who doesn't have to execute Soprano Cs to be classified as such, men usually are required to execute the Tenor C frequently in classical music to be considered a full tenor.

A typical operatic tenor will have a range extending from the C below middle C to the C above middle C (C3-C5), though in choral music tenors are rarely asked to sing above Bb4 except in solos.
It was also in the 15th century that "tenor" came to signify the male voice that sang such parts; later it was applied not only to singers, but also instrumental parts occupying approximately the same register, such as the Tenor violin.

I believe that if it sounds like a C, it should be called a C! I believe the convention of having wind instruments in different "keys" was simply so that the range of that instrument would fit more neatly within either the G staff or the F staff.
For string instruments, the problem was addressed simply by using the various C clefs and simply moving the C clef up or down the staff to indicate the location of C for the various instruments (violin, viola, cello, bass).
Actaually, most professional tubists play on C tubas because of the richer sound, and a C trumpet is not at all uncommon in a symphony orchestra.

Learn to play your tenor as though it was in d' (d' being the note you would normally finger as c' -- the best way is to pretend your tenor is an alto and read the alto clef as the bass clef - watch out for some accidentals!).

There was a C trombone sold as a Parson's trombone or Preacher's trombone at some time in the past.
I believe the C was used for the same reason the C trombone was used so that the Salvation Army music trained players could use the hymnals without transposition and be in tune with the piano of that era which was pitched differently than the present A440 pitch.
Notice that according to Speer's numbering of the positions and the notes playable in each, all of the notes except the top c (middle c) are played in one of the basic positions: c (3), d (2), e (1), f (3), g (2), a (1), b (2) c' (modified 1).

I have one tenor trombone where the second partial is really quite flat when compared to the 4th partial.

Having said all that, I'm not sure a C tenor trombone would be such a difficult thing to play, especially if we are talking as a jazz instrument or alto replacement that plays mainly above middle C. To me, it is easier to shift my eyes a whole step than a fourth.
