Although in his 1889 Tenterfield Oration Sir Henry Parkes decried it as a powerless and unrepresentative body, the Federal Council’s role as a means of communication between the Australian colonies should not be overlooked.
The Federal Council was first proposed at the Australasian Intercolonial Convention in Sydney in 1883, but when the British Parliament passed laws creating it, NSW refused to be involved.
The absence of the "Mother" colony hamstrung the Federal Council, but nonetheless its meetings provided a forum in which issues of national significance were raised.
