Terentilius agitated for a formal code of laws in the early days of the Roman Republic.
He took advantage of the fact that the consuls were away on a campaign against the Volsci to pressure the Roman Senate, controlled by patricians, for the code.
Ultimately, however, the agitation by Terentilius led to the passage of the Twelve Tables, the statute that formed the basis for all subsequent Roman law.

According to traditional, semi-legendary historical accounts preserved in Livy, during the earliest period of the Republic the laws were kept secret by the pontifices and other representatives of the patrician class, and were enforced with untoward severity, especially against the plebeian class.
A plebeian named Terentilius proposed in 462 BC that an official legal code should be published, so that plebeians could not be surprised and would know the law.
For several years the patricians opposed this request, but in 451 BC a Decemvirate, or board of ten men, was appointed to draw up a code.

The plebeians were at a great disadvantage during all this time, because the law was administered solely by the patricians, who kept the knowledge of it to themselves, and who regarded it as a precious legacy from their ancestors, too sacred to be shared with the lowborn plebeians.
Accordingly one of the tribunes, Gaius Terentilius Harsa, proposed that a commission be appointed to gather up the law, and to publish it to the whole people.
The struggle over the proposal of Terentilius, which lasted for nearly ten years, was ended only by a compromise.

Why, surely it is open to him to impeach the consuls for whatever tyranny or cruelty they may have been guilty of towards any citizen, to bring them to trial before those very judges, one of whom had been their victim.

But in the year B.C. 462, one of the Sacred College, by name C. Terentilius Harsa, came forward with a bill, the object of which was to give the plebeians a surer footing in the state.
This man perceived that as long as the consuls retained their almost despotic power, and were elected by the influence of the patricians, this order had it in its power to thwart all measures, even after they were passed, which tended to advance the interests of the plebeians.
To prevent the tribunes from carrying their law, the younger patricians thronged to the assemblies and interfered with all proceedings; Terentilius, they said, was endeavoring to confound all distinction between the orders.

The source is not very reliable and would like to know if what I read was true.
It said that it was set up by Thomas Jefferson and others who opposed the "Society of Cincinnati", and that was named after Gaius Terentilius Harsa a Roman who was a critic of Cincinnatus.
The Legion of Harsa was against any "elitist society" : : and the way the "Cincinnati" was run.
