Then as today, the Terminal Island Fwy terminated at Willow St; the freeway was supposed to continue ultimately to the future I-10 ultimately as the Industrial Fwy, but was never built.

The Westerly terminal was scheduled first, because the previous terminal had burned and a temporary building is being used.

Terminal Island (also known as East San Pedro) was acknowledged in the years before World War II as a "typical Japanese fishing village." Until February 1942 a community of about 3,000 Japanese Americans resided and worked in the area of Terminal Way and Tuna, Cannery, Albacore, and Pilchard streets.
At first, Terminal Island was an all-male community, but the number of women and children slowly increased.
In February 1942, Terminal Island residents were the first to be forcibly removed from their homes.

The Terminal Island Railway was a creature of abnormal times, but it was built well (although hurriedly) by PE's time-tested personnel.
Built to replace the original electric train-ferry service operated from Los Angeles and Long Beach to the Catalina Terminal, Wilmington, the Terminal Island Railway and its trains were owned by the United States Maritime Commission, although employees and operators of the line were all PE personnel.
All during the war the operator at the Island Junction Tower heard the familiar signal over his loudspeaker from trains desiring to be switched onto the Terminal Island trackage (one long whistle, one short).
