Australian Prime Minister John Howard said the troops had told the Tampa to head back to international waters, but he admitted the captain seems disinclined to move, which "creates, of course, a very serious situation".

The new anti-refugee laws enacted September 30 allow boats to be towed out of Australian territorial waters by the Australian navy, including the use of "reasonable and necessary force." Mandatory sentences for "people smugglers" have been introduced.

The President of the Christmas Island Chamber of Commerce, Don O'Donnell, welcomes the start of construction, but says repeated delays have sent many Island businesses broke.
"Our biggest angst was the cancellation of the contract two year's ago which really had a devastating effect on private enterprise on the island, because we'd all geared-up for the project, and then it was cancelled," he said.

The decision to fund the project follows a hiatus of over thirty years that saw successive Australian governments pay little attention to the space sector despite its pioneering participation in the early British and American space programs at Woomera in South Australia.
