It is referred to as a bladeless turbine because it uses the boundary layer effect and not a fluid impinging upon the blades as in a conventional turbine.
Tesla subsequently discovered that smooth rotor disks with small washers bridging the disks in ~12–24 places around the perimeter of a 10″ disk and a second ring of 6–12 washers at a sub-diameter made for a significant improvement in starting torque, without compromising efficiency.
Tesla's patents states that the device was intended for the use of fluids as motive agents, as distinguished from the applications of the same to the propulsion or compression of fluids (though the device can be used in such end).

Briefly stated, Tesla's steam motor consists of a set of flat steel disks mounted on a shaft and rotating within a casing, the steam entering with high velocity at the periphery of the disks, flowing between them in free spiral paths, and finally escaping through exhaust ports at their center.
Pumps of this character show an efficiency favorably comparing with that of centrifugal pumps and they have the advantage that great heads are obtainable economically in a single stage.
In the pump, the radial or static pressure, due to centrifugal force, is added to the tangential or dynamic, thus increasing the effective head and assisting in the expulsion of the fluid.

From what Tesla wrote in the patent it seems his experiments were mainly done with fluids but had confirmed it works with air as well.

In a conventional turbine the parts are constantly stressed and eventually fracture if not replaced periodically.
In a Tesla turbine there's nothing to stress; just round disks spinning on an axial shaft.
The discs erode if the fluid is contaminated or caustic but aside from that there's really not much stress on them.
