When the formation of the county was authorized by the Constitutional Convention of 1907, the county was so named because it was wholly included within the limits of the Texas Cession of 1850, whereby the owneship of the area was passed from the State of Texas to the United States Government.
It is bordered by Cimarron and Beaver County in Oklahoma and Seward County in Kansas.

In Texas, alone, 4 million to 6 million acre-feet of water are withdrawn while the aquifer is recharged at a rate of only 200,000 acre-feet per year.

A digital model was used to provide a quantitative description of the Ogallala aquifer in Texas County, Oklahoma, and to predict saturated thickness and water in storage from the aquifer at specified future times.
The Ogallala aquifer, which consists of unconsolidated sand, gravel, and clay, is the principal source of ground water in Texas County.
The model was verified by a simulation from 1966 to 1972, using the 1966 to 1972 pumpage stress, in order to determine the degree of conformity between 1972 calculated heads and 1972 observed heads.

I came up from the state of Texas, where I'd just worked on two counties down there, and drove into Guymon, the county seat of Texas county, Oklahoma.
From Guymon it was about 60 miles to the town of Elkhart, Kansas, which actually sits close to the Texas county highpoint.
