Texas, along with 15 other states was identified as an "opportunity State", meaning a state where the greatest opportunity for contributing to the reduction of the national highway fatality toll existed.
Texas has many elements of a statewide comprehensive highway safety plan in place, with many of the key plan components being operated and managed through a coordinated approach within the Texas Department of Transportation (TxDOT).
According to the Texas Transportation Institute, children between the ages 2 of 5 who are moved to safety belts too early are four times more likely to receive a serious head injury in a car accident than those in booster seats.

The Texas Transportation Institute was established in 1950 to engage in research, provide instruction at the graduate level, and serve as the research agency for the Texas Highway Department (now the Texas Department of Transportationqv).
Among the educational activities sponsored by the institute were annual transportation conferences, refresher seminars for right-of-way agents, short courses in highway and traffic engineering and asphalt technology, graduate courses in various phases of transportation, and research subjects for theses and dissertations for advanced degrees.
The institute's research has provided successful solutions for many problems in transportation, resulting in more durable pavements, readily available aggregates for construction, use of lightweight concrete, prestressing and prefabricating concrete bridge structures, determination of influences of freeways on land values and uses, and sign supports that yield when struck by vehicles.

The Texas Transportation Institute shows that engineering improvements are an effective alternative to cameras.
The Texas Transportation Institute examined concerns that red light cameras were being used by cities that had not first exhausted available engineering alternatives such as improving signal timing and visibility.
They studied individual police accident reports from 181 intersection approaches across three Texas cities over three years to determine the most effective solutions for problem intersections.

A report from the Texas Transportation Institute released November 21 said the cost of traffic congestion to the New York metropolitan area amounts to $6.6 billion annually in delays and wasted fuel.
The exact land area which the Institute studied in the NY region, and the assumed price tag for a person-hour of delay, are not clear from study summaries.
Work in progress by Komanoff and Ketcham puts annual congestion costs (exclusive of wasted fuel) in a 26-county area surrounding NYC at $14.8 billion per year.

 Traffic congestion keeps worsening Texas Transportation Institute
Despite the introduction of proven solutions to ease traffic flow, congestion is predicted to continue growing as a national problem, according to a long-running study of traffic congestion by the Texas Transportation Institute (TTI).
According to the study, the time penalty for making trips during "rush hour" is greater than ever, totaling 62 hours in 2000.
Also the percentage of streets and freeways in the nation experiencing congestion is higher than ever at 58% in 2000, compared to 34% in 1982, TTI said.

Motorists in the nation’s cities spent millions more hours trapped in traffic in 2003, a report issued Monday by the Texas Transportation Institute at Texas A&M University says.
The problems are getting worse, the report says, because urban areas aren’t keeping up with the growing number of travelers.
$284 billion highway bill, but transportation experts estimate the government would have to spend up to 400 billion dollars on highways to solve traffic jam problems.
