Texas Legislature The Handbook of Texas (ISBN 0-87611-151-7) is a comprehensive encyclopedia of Texas geography, history, and historical persons published jointly by the Texas State Historical Association (TSHA) and the General Libraries at the University of Texas at Austin.
Texas does not have townships; areas within a county are either "incorporated" (i.e., part of a city, though the city may contract with the county for needed services) or "unincorporated" (i.e., not part of a city, in these areas the county has authority for law enforcement and road maintenance).

Texas borders New Mexico on the west, Oklahoma on the north (across the Red River), and Louisiana (across the Sabine River) and Arkansas on the east.
Texas is so large in its east-west expanse that El Paso, in the western corner of the state, is closer to San Diego, California than to Beaumont, near the Louisiana state line; Beaumont, in turn is closer to Jacksonville, Florida than it is to El Paso.

The Texas legislature is the dominant branch of state government within the state constitutional framework of separation of powers.
The Thirteenth Legislature (1873) proceeded to dismantle the more unpopular measures of the preceding legislature and proposed three amendments to the 1869 charter, all of which were adopted, including one that in effect prohibited the legislature from delegating its power to suspend legislation, a provision retained to the present.
The legislature was composed predominantly of white Anglo males from 1876 to 1930.

Instead of finding ways to raise money for Texas, the Republican Legislature balanced the budget on the back of the poor, disabled and elderly.
The controversial question of how to pay for Texas public schools in a way that is both constitutional and equitable now heads to the Texas Supreme Court while state officials try to assess the impact their inaction will have on next year's elections.
As Texas Democratic Party Chairman Charles Soechting put it, "Arlene Wohlgemuth was the architect of the budget that stripped hundreds of thousands of eligible children of their health insurance and imposed billions in new costs on local hospitals," Soechting said.

While the legislature was allowed to change the compensation, any increase was not to become effective until after an intervening election.
As Texas became more urban, reapportionment became more controversial as certain regions and less populated areas generally feared a loss of legislative power to the cities.
In 1985 the legislature acquired constitutional "budget execution power" with which to exercise oversight (see below), and in the 1990s was able to improve oversight by adopting recommendations, if it so chose, from the comptroller's "Performance Reviews," designed to improve administrative efficiency and save money by a thorough review of state agencies.

In the early 1980s the Texas house debated the issue of home schooling in relation to a bill that would have increased the penalties for truancy.
This is our lifeline during this legislative session, and it is vital that Texas home schoolers stay aware of legislation being considered and take action at appropriate times to protect our freedom and make legal changes to enhance that freedom.

As most Texans know, the Texas Legislature is now in special session to try to change our current method of school funding from a system of robbing the rich counties to pay for schooling in the poorer ones, otherwise known as “Robinhood”.
I have never had a student in Texas school haven't had a student in any school for more than 25 years.My school taxes are more than my property taxes.The only thing that is fair is consumers pay their own way.Along the border you would see the student body drop by one third at least.IMHO.
That's why the Texas legislature meets every two years and they have a very short time to steal everything they can.
