Well in FC when Data destroyed that part of the warp core that released the gas (or watherever it was) that desintegrates organic matter he is not affected by it, so maybe the thalaron radiation wouldn't have affected him either.
It would depend on how Thaleron radiation was catagorised (wave or particle) before you could detrmine what effect it would have on Data.
All radiation is potentially Biogeneic in nature, it would depend on the intensity.

The radiation [source] used to kill the Romulan Senate was quite obviously macroscopic (though, there is still no explanation for how radiation like that could be visible).
Further, the radiation appeared to turn the senators into a substance that resembled the appearance of stone, but its density cannot be judged from the appearance on screen.

That doesnt explain were the thalaron emiters and the cloak came from.
As previously established, the Remans would be able to build weapons due to their experience in heavy weapons constructuion, and of course excepting the Thalaron cannon all of the armaments were essentially conventional.
If the specs for that cloak somehow came to the Remans, a Romulan collaborator with experience in modern Romulan cloaking devices could apply the technologies together and potentially create a cloak like the Scimitar, which could also be used to hide the base where the Scimitar was constructed.

When the U.S.S. Enterprise NCC-E fought the Scimitar to prevent Praetor Shinzon's attack on Earth shortly before Riker's transfer, Data chose to sacrifice himself in order to destroy the Scimitar and prevent it using its Thalaron radiation weapon on the U.S.S. Enterprise NCC 1701-E.
After the battle, Captain Picard found some reason to hope that at least a portion of Data's memories had indeed become active in the mind of B-4.
