Tharbad was located between the North-kingdom of Arnor and the South-kingdom of Gondor.
Tharbad was at the head of the Greyflood, where the river was formed by the merging of the Hoarwell and marshy lower course of the Glanduin known as Swanfleet.
Tharbad became an important river port during the height of the Kingdoms of Gondor and Arnor, which were founded by the survivors of Numenor in 3320 of the Second Age.

The northern fort was manned by Arnorian soldiers, and probably by Cardolan's army after the breakup of Arnor in the year 863 of the Third Age.
The Dunlendings lived in the hills to the southeast of Tharbad, wild clans of men who resisted Numenorean incursions, and whose ancestors had served Sauron in the War of the Elves and Sauron (much to their own regret, for Sauron destroyed the northern forests which had been their homes).
The Stoors probably lived close enough to Tharbad to establish contact with the Dunedain there, and they may have maintained contact with those Stoors who passed northward to settle in the Angle, the lands between the Mithetheil and Bruinen rivers.

So returned the people of Numenor to Tharbad, merchants and workmen, and their families, to rebuild the city devastated by battle, in the hope that the prosperity of trade could be resumed.

This would also explain the survival of Tharbad past 1974 as "bluenails' would continue to manufacture cloth for export even though the domestic economy was almost gone.
From around the mid 1600's onwards Tharbad was very much in decline and certainly by the end of the Third Age it was little more than flooded ruins.
I speculate Tharbad continues to be a military (due to size of militia) and economic focus in the North right up till the time the bridges crash down.

Tharbad has been our general base-of-operations for a long time, especially the Broken Oar Inn.
We've made Tharbad our own, and several of the Heroes have even had positions in the City Guard at one time.
Our roots in Tharbad grew even deeper when we purchased the Broken Oar Inn, although we left for some time after that to go to Gondor and fight for Minas Tirith in the Battle of the Pelennor Fields.

Tharbad, for instance, should not be in the movies.
Tharbad is a rather tragic place, I think.
The river was deep enough at least as far north as Tharbad that sea-going vessels could reach it, and in the early years the sea was the primary route of travel between Arnor and Gondor.

It may also be asumed the Bridge of Tharbad connecting the later Greenway and the Old South Road was build during the same time and Tharbad may have been fortified from the beginning because of the hostile natives living in Enedwaith and Minhiriath.
I assume that at this time Tharbad was largely laid in ruins because of the war but was rebuild to some degree but it never had the same influence again, Eregion and Ost-in-Edhil was destroyed and Numenor had trouble of its own.
There is no further references to Tharbad until the realms of Arnor and Gondor are in existence, in the glory time of Arnor and Gondor a new fort was raised there on great earthworks on both sides of the river to guard the once famed

I have broken the first rule of the Rangers-I have stayed in Tharbad too long and people are beginning to whisper about the strange man, who just might be a vampire.
The path to Tharbad was long; I had to take detours through wide stretches of land to insure that I was not being followed, that none could trace my path back to the sacred caves of the First, where the Irgaak is now kept.
Some claim to have seen him, momentarily in Tharbad, and I thought to have seen him there too, but he was gone before I could be sure.
