 5. THE BAHA'I COMMUNITY
Adjacent to the shrine of the Báb in Haifa is a semicircular pathway, known as "the arc", on which are the main administrative buildings of the world centre.
Bahá'ís, therefore, consider the Bahá'í administration as being sacred in nature and as integral a part of the Bahá'í Faith as the Bahá'í teachings; indeed the Bahá'í administration is seen as the incarnation of the spirit of the Bahá'í Faith.
The central institution of this appointed arm of the Bahá'í administration is the International Teaching Centre, which is based in Haifa.

 Shoghi Effendi: Guide for a New Millennium
In addition to completing the edifice for the Shrine of the Báb, which `Abdu'l-Bahá had commenced at the instruction of His Father, Shoghi Effendi traced in the form of an arc the path along which the buildings for the administrative institutions of the Faith would be erected.
The community's burgeoning along the lines traced by Shoghi Effendi strongly suggests that the demonstrated efficacy of his guidance and its salience for social reconstruction of the planet are bound increasingly to impress themselves upon public consciousness and inevitably to influence the shaping of a millennium.
That Shoghi Effendi was able to inspire such a movement of scores of volunteers who were unschooled in missionary work, and whose sole qualification was their profound devotion to the Cause of Bahá'u'lláh, is an impressive index of the dynamism of his Guardianship.

In 1484 he published a Bull 'Summis Desiderantes Affectibus' (approx: 'The highest desire for the beloved'), inspired by a one-liner in Exodus Ch 22, V 18: "You shall not permit a sorceress to live".
The Dominicans were given the job, and this was doubtless made easier 20 years later when Innocent IV published the Bull 'Ad Extirpanda' which allowed the Inquisition to use torture.
