The Art of Happiness: A Handbook for Living was a groundbreaking collaboration between H.H. the 14th Dalai Lama, and Howard C. Cutler, M.D., a Phoenix-based psychiatrist.
Happiness is determined more by the state of one’s mind than by one’s external conditions, circumstances, or events—at least once one’s basic survival needs are met.
The Art of Happiness Workshops, offered in cities throughout the US by Dr. Cutler, a Board Certified psychiatrist, are based largely on The Art of Happiness books, but supplemented with additional techniques and exercises drawn from recent developments in the science of human happiness, and the emerging field of Positive Psychology.

There's nothing in "The Art of Happiness" that made me think, "Gee, I've never heard that before." What's written here echoes the common teachings of almost all religions, systems of ethics, and wise grandmothers.
So it follows logically that the way to be happy is to tinker with the underlying causes: to deliberately cultivate the positive states of mind, making them stronger, while also trying to get rid of the negative states.
The approach is meant to be non-authoritative; you're supposed to identify which emotions are positive and which are negative on the basis of learning and experience, not by taking someone else's word for it.

Looking at "The Art of Happiness" both as a scientist, and as a begginer in Buddhist thought, I found myself disappointed from both perspectives.

I was doing a research grant to study Tibetan medicine and as it turned out, the Dalai Lama's older brother was director of the Tibet Medical Center at that time and I got to know his older brother and family quite well and they initially introduced me to him.
For example, the Dalai Lama's approach to happiness involves recognizing that once we have our basic physical needs met for food and clothing and so on, at that point, the mind determines one's happiness much more than one's external circumstances, events or situations.
For example, a simple technique is reflecting on a consistent basis (on) all the advantages that we have and reflecting on those who are less fortunate than we are, rather than constantly comparing ourselves to those who have more or who are richer or smarter or thinner, and so on.
