As a historical documentary, the Atomic Café seems to work in a curious fashion without any of the usual documentary devices such as 'talking head' professional scholars and historians, narration, onscreen text, or a narrative 'skeleton' to frame the story.
It is the curious juxtaposition of the deadly seriousness people seem to have held atomic peril in, with the bizarre surreality of their responses to it, that provides the tension inherent in the film.
In conclusion, the Atomic Café is an excellent "period piece," focusing not on the totality of what life was during a historical epoch, but instead zeroing in on a particular cultural phenomenon -- the lack of a response to the threat of nuclear war in anything remotely resembling grounding in reality during that time.

Produced during the rise of the '80s fixation with mutually assured destruction, The Atomic Cafe is a documentary style history lesson, filtering training films, archival newsreel footage, and government produced propaganda through a twisted sardonic sensibility meant to underscore the absolute absurdity of the solutions, strategies, and summations presented.
Twenty years on, The Atomic Cafe's attempts at satire and irony, the inter-cutting misinformation and military films filled with vacuous lies and outrageously inaccurate depictions of nuclear survivability with real documentary footage of the ravages of atomic warfare, are misguided.
While The Atomic Cafe is an important film, one that everyone should see (if only to review the mistakes we are bound to repeat in the future), its original comic pretense is lost in these troubled times.

The second fact which I believe was significant in the Atomic Café was when the Americans were at home not worrying about the Soviets, because they had a weapon of mass destruction, and it was given to the Americans from God.
When watching the Atomic Café I was very surprised by the fact that the USA decided to bomb Nagasaki despite the fact that they had a chance to observe the real (terrible) effects of the bomb in Hiroshima.
The Atomic Café gives mostly the American point of view and the situation of the people in the US while Hiroshima is mostly from a Japanese perspective and talks about the life situation of the Japanese at the time.

There are certainly lessons in the film about hysteria and misinformation, but their delivery is hampered by someone with an overactive need to poke fun.

Composed entirely of period film clips with no added narration, The Atomic Cafe documents America's entry into the "Atomic Age," beginning with the first test explosion Alamogordo, NM in July, 1945, and continuing through the early 1950's, as America made its accomodations to the omnipresent threat of Mutually Assured Destruction.
Without relying on the commentary of hindsight, the filmmakers did a superb job of compiling images from newsreels, military training films, and educational movies with contemporary comments and music to deliver a package that packs quite a wallop.
Seeing The Atomic Cafe made me realize how much of that overwhelming weight was leached from my consciousness over the ensuing decade, and how much it had weighed on me back in the day.
