The part with the bellmaker's son I really digged though, although it was extremely conventional with suspense by todays standards (was it back then?).
The point of the bellmaker's son story is to fill in the blank in Andrei Rublev's life while he is tied to his vow of silence.
The bellmaker son is used as an allegorical stand-in to depict the struggle of an inspired boy who believes in something and stick to his "faith" despite being questionned and challenged by everyone.

Rotten Tomatoes Forums - Andrei Rublev - mixed thoughts
I definitely thought Andrei Rublev was interesting during its running time and had good philosophy/dialogue, so I don't think it was as bad as you thought it was.
Yeah I love the Bellmaker Part of Andrei Rublev - it's the most accessible part of any of his films, a simple (relatively) and understandable exploration of a basic Tarkovsky theme within a quite conventional structure (as you said).
Where I'd go next is Ivan's Childhood a fairly straight forward (save for the last ten minutes where Tarkovsky basically spits in the face of convention and expectation), but beautiful, moving and finally, incredibly haunting, war film, see if your library can get it in (if it works like that).
