In 1973 the Big Ear radio telescope was converted from measuring the location and strength of wideband radio sources (the Ohio Sky Survey) to a similar study of narrowband radio sources.
The Big Ear was well designed for a systematic sky survey, as was clearly demonstrated by the success of the Ohio Sky Survey (in which about 20,000 radio sources were measured, about half of which had never been observed before).

I think Big Ear is Jewish because he always wears a yarmulka (that's the little round cap on his head.) Observant male Jews are supposed to keep their heads covered out of respect to God.
I think if the animators wanted Big Ear to be Jewish, we'd have seen a rendition of "Tradition!" from "Fiddler on the Roof" during that shot where Norman and everyone is lined up on the catwalk after Roger summons Big O in Episode 25.
