Dust in Philip Pullman's trilogy of novels His Dark Materials is a fictional form of dark matter (as we call it in our world), an elementary particle that is of fundamental importance to the novels.
Dust was previously known (in Lyra Belacqua's universe) as Rusakov particles after their discoverer, Boris Rusakov, and has other names in other worlds, including sraf (in the world of the mulefa).
Another possibility is that in Buddhism the term "dust" is almost universally used to refer to the sensation, knowledge and entanglement with the world that inhibits enlightenment.

Lyra's Oxford is a short book by Philip Pullman depicting an episode involving the heroine of His Dark Materials, Pullman's bestselling trilogy.
It was released to whet the appetite of fans of the trilogy while they wait for the unspecified release of The Book of Dust, and also to expand upon Pullman's themes from the trilogy.
A fold-out map of "Oxford by Train, River and Zeppelin" is bound in the book, a fictional map of the Oxford that exists in Lyra's world.

Given their position as book lovers, I can't see librarians doing that if there was any purpose to keeping them (aside from the look for those who prefer their books dressed).
I don't view the dust jackets (particularly, as I mentioned, extra-colourful jackets on last-20-or-so-years books that are designed more to catch the attention of a buyer than to enhance the book itself with art or information) as a part of the essence of a book in most cases.
If you prefer the look of the books minus their jackets, then the only good reason for you to keep them is, as others have said, if you want to consider your books as a collection with a potential resale value rather than as a library solely for reading.

Philip Pullman is working on a sort of companion novel to His Dark Materials, entitled "The Book of Dust." This will contain various short stories about many of the secondary characters in the series, such as Lee Scoresby and Serafina Pekkala.
However, it appears from quotes and interviews that Pullman is merely using Lyra's Oxford as a bridge to a larger story with her in the Book of Dust.
He has refered several times now to be "just starting" the book, each repetition of this several months down the line does not bode well for an early release.

Hershey, the nation's largest candy maker, filed a federal lawsuit nearly two weeks ago seeking an injunction to bar Simon and Schuster from using Hershey-owned images to market the book, which is slated to be released in January.
The company said it was concerned that consumers might think Hershey authorized the book, the dust jacket of which also includes a Hershey's Kiss and two older advertising images.
The book covers the life of Milton S. Hershey, who built the company into a manufacturing behemoth and used his wealth to endow what is today a multibillion-dollar trust devoted to the health and education of children.

 Searchers Trilogy by Chet Williamson (Book Review, Skeptical Briefs June 2000)
The basic premise of the series is that three CIA operatives, who, unbeknownst to themselves, are asked by a rogue CIA director to investigate paranormal activities and claims and not to find out the truth, but to debunk them and send him reports regarding these claims.
Williamson's series, in an attempt to sell books, does have unexplainable elements and characters that have extraordinary "powers." In his letter, Williamson points out that this is what the editors wanted when he made the deal with them.
He was also able to add the skeptical elements to these fictional works, and the works are therefore unlike other works that are entirely "pro-paranormal." I do not have a problem with Williamson's series as fiction that tries to teach skeptical principles and skepticism, and that skepticism is a good thing.

From what PP's been saying at various signings and in interviews, the book of dust will have quite a bit of background information on Dust, and the Subtle Knife, and how it was made, etc. And a bit on Spectres too.
Will the book of dust feature Lyra and Wills lives after they had to go back to their own worlds.
Not to burst bubbles, but: No, figuratively (I assume, anyway), and as for maps, for our world the book is probably 100% realistic, and Lyra's I believe is accurate apart from some Oxford names (a map of Lyra's Oxford would, perhaps, be cool).
