A charter school is an independent public school, supported by public funds and held accountable by a public authority, which is usually a school district.
The purpose of the public hearing was for the charter school to present its charter to the public and for the opportunity for the public to comment.
The opposition group states that the savings of up to $600,000 that the district would gain by closing Bullis would be compromised with the opening of the charter school, which could result in larger class sizes, loss of electives in the junior high schools and the closure of another elementary school.

Bullis is an independent, non-denominational, co-educational college preparatory day school located in Potomac, Maryland for boys and girls in grades 3 through 12.
The school was founded in 1930 by Commander William F. Bullis, great grandfather of Michael T. Bullis, as a preparatory school for the United States Naval Academy.
The school completed construction of the Blair Center for the Arts in 2003, a multi-million dollar facility with state-of-the-art equipment for music, drama, and the visual arts.

While a public comment session is required by law, the law also states that a board or school district can not take public comments or proposed financial impact on a district by a charter school into consideration while making a decision on whether or not to grant a charter.
