ACLU of Northern California : Evans v. City of Berkeley
The Sea Scouts is a nonprofit organization that teaches sailing and related skills to youth, and is affiliated with and chartered by the Boy Scouts of America (BSA).
In 1997, the City adopted a resolution stating that the “Berkeley Marina advocates and practices equal opportunity in terms of access to its berthing facilities,” and that city-funded activities by private organizations must be available to all residents regardless of race, sex, national origin, religion or lack thereof, or sexual orientation.
The Sea Scouts declined to do so, saying that it would lose their BSA charter if it were to enter into any such explicit nondiscrimination agreement.

The City in the Sea - BPAL Madness!
On me, this is a deep sea aquatic...the smell of salt-water and sea weed (which is surprisingly pleasant) and even old pieces of wood floating around in the water.
The City in the Sea smells much the way I imagined it to: light violet, ozone, ivy, light sandalwood, and something green and herbal that must be the kelp.
City by the Sea stands with Ephemera as the only Violet inclusive BPAL blends that could work for me personally.

“City by the Sea” is based upon the 1997 Esquire magazine article “Mark of a Murderer” that was penned by writer Michael McAlary.
But the sentiment remains the same in that “Sea” is a pared-down and choppy bland crime caper that periodically manages to effectively conjure up a thrill.
As a feature, “City by the Sea” had more than enough ammunition to go beyond its mediocrity as a dime-a-dozen crime thriller.

The City in the Sea is a poem that was written by Edgar Allan Poe in 1831.
The city is one in the west ruled by death who is revered above all.
There are ‘Domes and spires and kingly halls, and fanes and Babylon like walls…’ That the city is in the west is ironic in itself fore the west has always been associated with good and life and the east with evil and death.

Leaden with mock gravitas and embarrassing aspirations to the Shakespearean, Michael Caton-Jones' aggressively disinteresting City by the Sea is a purported true story (based on an article by Michael McAlary) that proves to be just another by-the-numbers police procedural crunched with an abortive middle-age romance and a stultifying Oedipal complication.
There are so many references to Long Beach's titular nickname ("city by the sea" this and "city by the sea" that) that the picture begins to play like one of Arthur Miller's inchoate rants as it reaches for the inscrutable melancholy of the last line in Polanski/Towne's Chinatown.
In tone and intent, City by the Sea reminds a little bit of Phil Joanou's underestimated State of Grace (another crime film about prodigal sons in crumbling neighbourhoods), only City by the Sea lacks all conviction in its emotions and understanding of the real value of its surroundings.
