It does, in total, but I say this with a great deal of reservations, as a great deal of this feels tired in the wake of “28 Days Later.” The near-deserted city streets of Raccoon City feel a great deal like the deserted avenues of Alex Garland and Danny Boyle’s London-set film.
The first page of the screenplay makes it abundantly clear that this film is a more faithful adaptation of the game series, stating that it is “set in the time frame as the third and most popular of the “Resident Evil” videogames.
It doesn’t improve upon the first film or is even something all that suspenseful, but just felt like something quickly cobbled together, stuffed in an envelope and then sent to the studio offices for approval.

The Foreigner is a straight-to-video Steven Seagal film that was originally intended to be released as a theatrical feature in March, 2003, an intention which was reportedly reversed when Seagal's prior film (Half Past Dead) tanked at the box office.
According to some reports, the film had a lavish $20 million budget, including location shoots in Warsaw and Paris, and was completed as part of the studio's obligation to a two-picture deal which was negotiated after the relative success of Exit Wounds seemed to indicate that Seagal still had a solid following.

When I ran into her at Anthology Film Archives in the spring of 2003, she said that her work on the Deren footage in the archive was an essential part of the deal she had struck enabling her to access the footage for her film on Maya (2).
Kudlácek was archiving and “producing” the film and audio materials of another pioneering female American avant-garde filmmaker, Marie Menken, when I met up with her in 2003 (the same principle applied – Kudlácek would archive the footage of Menken and then have access to the materials to cut into her own film).
The archive is a sub-theme running throughout the film, beginning with footage of Anthology Film Archives' Executive Director Jonas Mekas standing in his organisation's famous East Village, New York City archive and exhibition venue, addressing the camera, reminiscing about Deren whilst fondling spools of 16mm film.

 Cheaper by the Dozen (2003)
While I didn't enjoy Cheaper By The Dozen as much as the original version of the film from 1950, the 2003 "re-imagining" is still a 9 out of 10 for me (the original was a 10 out of 10 for me).
The rest of the cast is good, although like the original Cheaper By The Dozen, we barely get to know some of the children, but that's understandable when we have to deal with 14 characters as well as ancillary characters.
The major change from the original to the new film is a change from control to near-chaos.

Knowing that he’s only employed at Martin Stiles Manufacturing because the business was once owned by his now-deceased father, Willard is a human punching bag, and he’s got no way to deal with his accumulating bundle of resentment toward Martin and others in the office who put him down.
While it’s no more memorable than the 1971 original — why this movie got remade is beyond me — Willard is more than passable entertainment for true horror fans.
Even with all these weaknesses, the film still works, with plenty of over-the-top creepiness, a diabolical revenge plan that’s great fun to watch unfolding, and lots and lots and lots of rats spilling out of the floors and walls on cue.

Director Scott Smith has a keen eye for '60s details (the film feels authentic, from the Volkswagen minibus that Lou's boyfriend drives to the old-school TV commercials that can occasionally be glimpsed), and he's assembled a pitch-perfect cast.
And it's not that aspect of the film that I object to - it's easy enough to see past the minimalist set design - it's the severely overlong running time (three hours!) and inexplicably odd behavior among characters that does the film in.
