"The Doomsday Machine" sets the standard for all-out TOS tactical space action, with flawless pacing, a terrific score by Sol Kaplan, and lots of boldness.
The party subsequently stumbles upon a primitive but peaceful civilization that lives to serve Vaal, a machine worshiped by the planet's inhabitants as a god.
Unfortunately, after beaming down, Kirk and Co. constantly find themselves on the business end of several machine guns, in the middle of the war between leading gangsters Bela Oxmyx (Anthony Caruso) and Jojo Krako (Victor Tayback), who both want a supply of Kirk's "heaters" (phasers).

According to Gene Roddenberry's novelization of the film, Will Decker is the son of Commodore Matt Decker from the original series episode "The Doomsday Machine", which was also the plan for the Phase II television series.
TMP exhibits numerous themes familiar to viewers of Star Trek (TOS) and Star Trek: The Next Generation (TNG).
Decker is distraught over the loss of Ilia, with whom he had a history, and is troubled to be assigned to get information from the mechnical doppelgänger, which he discovers has Ilia's memories and feelings buried within.

Production info for "The Motion Picture" indicates that this character was indeed intended to be the son of "The Doomsday Machine" character of Commodore Matt Decker, although that fact was never established in canon dialogue.
TNG producers apparently were making a tip of the hat to the TOS episode "Balance of Terror," naming this ship for the first ever named Romulan character to be featured.
It is unlikely this reference could be to any of the characters of Starfleet Academy, since it was established the Matt D. Decker was not on field assignment to DS9, nor an engineer, and his brother Robert had perished years earlier.
