After the passing of the Reform Act, Durham, whose health was bad and who had suffered the loss of two of his children, accepted a special and difficult diplomatic mission to Russia, which he carried out with much tact and ability, though without accomplishing its main purpose.
In a letter of congratulation to the queen, Durham took credit for the clemency of his policy towards the rebels, and it was defended on the same ground by Charles Buller and by public opinion in the colony.
Meantime Durham, who almost alone among the statesmen of his time saw the importance of imperial expansion, interested himself in the emigration schemes of Gibbon Wakefield (q.v.); he became chairman of the New Zealand Company, and was thus concerned in the enterprise which forestalled France in.

Durham, John George Lambton, 1st Earl of, politician, diplomat, colonial administrator (b at London, Eng 12 Apr 1792; d at Cowes, Eng 28 July 1840).
Scion of a wealthy Northumberland family, Durham was educated at Eton, briefly held an army commission, was elected to the Commons in 1813 and raised to the Lords in 1828.
He also recommended a reorganization of the system of colonial government, but the British government refused to accept the principle of RESPONSIBLE GOVERNMENT (a term for which Durham refused to accept paternity because of its ambiguity) because it was not prepared to accept the inevitability of a form of party government in the colonies.

His investigation led to the publication, in 1839, of the famous Durham Report in which he recommended that Upper and Lower Canada be united, that responsible government be granted (see text below), that French Canadians be assimilated and that municipal institutions be established in Canada.
Durham was hailed as a statesman by Reformers in Upper Canada for recommending the granting of responsible government and as a racist in Lower Canada for proposing the assimilation of French Canadians.
