Eternity is the name of a vast organization of men whose existence parallels that of regular Reality in Time.
But Eternity is running the world, from the 27th century through the 70,000th century, by committee, and we all know the mediocrity that can breed.
Eternity, too, rests on a fragile and paradoxical loop in Time, which, if they don't maintain it could result in the utter collapse of their centuries-old structure.

The End of Eternity - Wikipedia, the free encyclopedia
The End of Eternity by Isaac Asimov is a science fiction novel, with mystery and thriller elements, on the subjects of time travel and social engineering.
He began the story, called "The End of Eternity" on December 7, and finished it on February 6, 1954, by which time it was 25,000 words long.
The original unpublished End of Eternity is clearly a different future from that of the Foundation.

As the book opens Harlan is shown committing a crime: in exchange for concealing a minor error by a functionary of one of the Eternity bases, he arranges to have the Life Plot of a certain woman tracked through a change.
And in the end, he asks whether stability and general happiness is the most worthwhile goal.

Twissel, the head computer in Eternity, is a self-assured, somewhat eccentric character who seems to be pulling the puppet strings through the novel.
Yet, he is clueless to the final effects of Eternity's actions, portraying him in the end as a naive character.
Why "The End of Eternity" is not credited as one of Asimov's great works is beyond me. The novel is an enjoyable read that takes the time to analyze the affects of changing time, something that most "time traveller" fiction rarely does.

Review of The End of Eternity
In the fantastic world of The End of Eternity this terrifying forecast was certainly possible.
The Eternals, the ruling class of the Future, had the power of life and death not only over every human being but over the very centuries into which they were born.
The story told against this background is also a lot of fun and has a patented twist at the end.

The End of Eternity by Isaac Asimov - Book
This organisation is known as Eternity and it is very tightly controlled by a group of exclusively male, monk-like men living outside time in an artificially generated time tunnel that extends from the 27th century into the distant future when the sun goes nova.
But Harlan soon has to escape from Eternity altogether and his only chance to save Noys and himself is to go back to the time just before the start of Eternity where no one can follow him.
Altogether a very readable book with a nice twist at the end that Harlan is able to exploit to achieve his aims, whilst Noys has a secret that is not revealed until close to the end too.

Somewhat naive, a little bit of an aesthetic who is somewhat bothered by hedonistic societies that he is sometimes required to observe or change, he finds himself in a quandary when he falls in love with a lady from such a society.
Determined to have her, he decides on actions that he knows might bring about the end of Eternity, for he has determined a great secret, just how Eternity was started in the first place.
Asimov unravels the mysteries and paradoxes of this situation in his usual inimitable style, carefully laying down the parameters of the problem, leaving clues lying about here and there (which Harlan, obsessed as he is, blithely ignores), all leading to a grand climax that gives new perspective to the traditional time paradox problem.

 Review of Isaac Asimov
Strangely, for a book ostensibly discussing Asimov’s writing as writing and not as story, Touponce goes through Asimov’s major fiction in order of the stories’ action, not in the order in which they were written.
He begins with The End of Eternity and works his way through to Foundation and Earth.
Touponce does a moderately thorough analysis of The End of Eternity, but as time goes on he gets sketchier and pretty much does little more than give a synopsis.

The story "Belief" is negligible with either of its different endings, but the two other entries are striking for the changes and added characterization that led to the published texts.
While one became his weak first novel, Pebble in the Sky (1950), the other novelette was expanded into The End of Eternity (1955), which is arguably the best of his fiction works.
Asimov's usual "wit and charm" are already present in these works that were written when he was only in his late twenties and early thirtees.
