Moreover, the reader shares the fixer's sense that the entire episode is absurd -- that a man who is at most guilty of a misdemeanor (living illegally in a restricted area) is being made to suffer beyond all endurance.
Finally, in a powerful and effective scene, the authorities inform the fixer that he is to be released as part of a general pardon of certain classes of prisoners issued by the Tsar in honor of the three-hundredth anniversary of the rule of the House of Romanov.
The fixer's articulation of Spinoza's views is usually comical, and he often remains puzzled about these ideas even as his own life exhibits their truth.

Since Zemo's Masters regrouped in the guise of the Thunderbolts, the Fixer has been absolutely indispensable to their operations -- several of the Thunderbolts owe their powers, appearance, equipment or even their very existence to Techno's skills; however, his colossal ego and increasingly frequent grandstanding have kept his teammates from becoming too fond of him.

The Fixer - PopMatters Comic Book Review
Joe Sacco frames the book using his journeys to Bosnia where he meets and befriends The Fixer's namesake Neven, a finagling Bosnian who couples reporters with interviews and stories for a price (a bit of cash in Neven's pocket and a bit of objectivity out of the journalists).
At its simplest level, The Fixer is a detailed character study of Neven, as a friend, businessman and soldier.
Neven's local renown is gained through his stories of defending Sarajevo against the Serbs as part of the Green Berets, a "collection of autonomous armed cells built around popular or self-elected leaders." In order to repel the better supplied Serbs from the hills around Sarajevo, the government integrated these cells into the official military.

In the battleground of Sarajevo, fixers are the men who find journalists the carnage and tragedy they need to feed the public back home.
And here's the crux of the book, for through this relationship of the journalist and his paid source The Fixer questions how much we can trust the news when profit is involved, to say nothing of an audience that demands ever-increasing amounts of sensationalism simply to stay tuned.
Wounded in combat, Neven became a fixer but was intimately involved-as a legitimate soldier, guerilla irregular and victimized citizen-in every aspect of the bloody conflict.

Bernard Malamud based The Fixer on the case of Mendel Beilis, a Jewish bookkeeper for a brick factory who was accused of ritualistically murdering a Christian child.

In war zones and trouble spots throughout the world, fixers are the oil that lubricates the machinery of international journalism.
Sacco's fixer was Neven, a Bosnian Serb who loves his city and fought in one of the many ad hoc brigades that were assembled by charismatic men in the early days of the war before a real Bosnian army was established.
The fixer, a troubled ex-fighter scorned by his former comrades and spurned because of his ethnic background, is a terrific character, evocative of both the unresolved issues behind the Balkan wars as well as the marginalized citizens anywhere made exiles in their own land.
