As far as his being half of the episode, I am reminded of Buffy's "The Zeppo", where Buffy and Giles and Willow were fighting some horrible demon coming out of the hellmouth, but we only saw bits and pieces of it, because the episode focused on Xander and the zombies.
This week's Angel episode was about Angel and Spike dealing with the fact that they have lost Buffy, and The Immortal was off on the sidelines, causing events to move forward but not directly seen or focused on.

it was enjoyable as a throwaway episode, but this close to the end of the show (or the season) that is intolerable.
For playing such a central role in the episode, and not being a cast member they couldn't get to appear, I was anticipating a conclusion to the feud that they bothered to create in this episode.
like how when angel and spike were hanging there in the flashback and angel had to have a shirt on because he was all flabby.

I’m not fooling you, am I? Well I’ll admit it, then: this isn’t one episode but two stories--a farce and a gut-wrenching, intolerable impersonation of a dead girl by the live one that killed her.
It’s totally a pretext for getting Angel and Spike to what purports, not very convincingly, to be Rome so they can have a major wiggins of mingled indignation, frustration, and disappointment over the fact that Buffy’s become involved with the Immortal, of whom we’ve never heard.
Angel behind Spike and hanging on for dear life as they careen on a smallish scooter through the well-known double-wide Roman streets in pursuit of a head they had, then lost through preoccupation with a half-seen Buffy (read: incompetence) is indeed funny.
