Although it was purportedly intended only to revise the Articles of Confederation, the intention of many of the Convention's proponents, chief among them James Madison and Alexander Hamilton, was from the outset to create a new government rather than "fix" the existing one.
Later when neither side would give into the other, they made a compromise, known as The Great Compromise following Sherman's plan of having the House of Representatives be based on population and in the Senate each state would get an equal amount of Senators.

Last year's compromise is a vague memory because it failed to alter any of the dynamics between the two sides of a philosophic divide that last week brought the Senate to the brink of a standstill.

And, assuming Democrats turn to a filibuster at some point, that would test the allegiance of the Senate's moderate Republicans to a hallowed congressional tradition that would restrain the power of a president at a time when the president is from their own party.

The War Between the States was the biggest challenge to state power, with the final nail in the coffin of states rights being driven in 1913 with the ratification of the seventeenth amendment which negated the effect of the Great Compromise and destroyed all state power within the federal government.
The brilliance of the Constitution is that great men like George Mason and John Randolph were able to stymie these federalists by forcing the attachment of the Bill of Rights, and by insisting on protecting state power with the result of the adoption of the Great Compromise.
