Outsourcing of human resource operations is gaining greater government attention, with the departments of Defense, Energy and Treasury setting the trend, said CIOs at the Feb. 10-12 Virtual Government '98 conference sponsored by the Armed Forces Communications and Electronics Asso- ciation.
Flyzik said he sees many human resource functions, not only of his department, but a good portion of the federal government being outsourced to the private sector.
Human resource outsourcing "is going to be a major opportunity" for information technology firms, Hall said.

Anyway, the Human Target had a good premise but instead of elaborate disguises, Springfield should have had a machine that actually transforms him into the person he needed to impersonate.
The problem with the disguises is that all of springfield's clients would have to be in the same height and weight category as he was.
It was actually based on an old DC comic character called The Human Target and they followed the basic premise of the character faithfully.

I was blown away by the first Human Target, by Milligan and Edvin Biukovic, and remember thinking that there was plenty of potential for an ongoing series featuring that version of the character.
Even in the first two Human Target stories, there was potential for confusion, as Milligan's big hook with Christopher Chance has been that no one, not even the reader, can necessarily know who he is until he reveals himself.
Human Target #1 picks up right from Human Target: Final Cut, and doesn't really explain what actually happened in that graphic novel very well, so that anyone coming in cold may wonder just what the hell is going on for most of the issue.

Human Target is ending with issue # 21, according to THE BEAT.
As is it, the way things are done now, maybe it's best to only see a character like the Human Target in a 4-6 issue miniseries every 12-18 months.
Sucks that Human Target is getting axed - I almost wish DC was doing another Action Comics anthology book so something like this wouldn't have to generate big numbers to survive.

One of the best of those was Human Target, by Peter Milligan and Edvin Biukovic, a bodyguard/assassin tale that centered around the theme of identities, appropriately enough for a character whose main ability was impersonating others to serve as a target for assassins.
The second Human Target was so good as impersonating others that he has lost his own identity, and can only define himself by the identities he has studied and mastered...
Dee Noyz is humanized by a connection to a girl he once dated and her extreme actions lead him to a surprising redemption in the end.
