Much as I would like to support the noble Lord, Lord Beaumont of Whitley, I think that we ought perhaps to reflect on what the Minister said about the timing of OFT guidance in relation to the Bill coming into effect.
This amendment, tabled by the noble Lord, Lord Beaumont of Whitley, seeks to compel the court to have regard to specific things which are considered to be important in the context of vulnerable borrowers.

The House of Lords voted yesterday to block a bill which would permit assisted suicide for the terminally ill after an impassioned debate which brought out differences within political parties and religious faiths.
Lord Carlile QC, the Liberal Democrat peer who moved the amendment blocking the bill, said his opposition was not religious but legal.
Lord Beaumont of Whitley, an Anglican vicar and the sole Green party peer, said: "I hope I never have to contemplate suicide myself, but if I do, I hope to be able to rely on my nearest and dearest to help me to perform this legal but disagreeable action, without fear of prosecution.

During second reading, Lord Beaumont argued that 'piped music', should be banned, stating that 'all unwanted noise raises the blood pressure and depresses the immune system.
Lord Addington began his counter-argument by stating that he was not fully convinced 'background music, piped music, canned music is that bad.' He instead believed that some form of distraction for people waiting in hospital is required.

As the noble Viscount, Lord Bledisloe, pointed out, it is no longer tenable to consider the control of foot and mouth disease in the light of a cost benefit to agriculture, particularly in the crude and primitive way in which that was carried out last year.
Many noble Lords said that the fining--or "charging", as the Government called it--of the truck drivers by #2,000 per illegal immigrant was against human rights legislation because there was no appeal as the Government had decided that it was to be a charge and not a criminal activity.
