Hamish Gray, latterly Lord Gray of Contin, who has died aged 78, was a genial, progressive Scottish Conservative, loyal to party and principle.
Gray got a peerage, and became minister of state in the Scottish Office, with responsibility for agriculture, a job that lasted until the 1986 reshuffle.
Born in Inverness, the son of a roofing contractor, Gray was educated at Inverness Royal Academy.

Hamish Gray, albeit he never reached cabinet rank, was one of the most significant ministers in Margaret Thatcher's government between 1979 and 1983, on account of the fact that he held the portfolio of Minister of Energy responsible for the North Sea oil industry.
Hamish Gray was brave as a politician in resisting the ethos at the beginning of the Thatcher era in surrendering British interests on relatively cheap terms to the multinational oil companies.
Gray had to take responsibility, although ministerially he had nothing to do with the decision to close the plant.

FAMILY of the late Lord Gray of Contin paid tribute yesterday to a man who has been described as a son of Inverness.
A prominent member of the Conservative Party and former Lord Lieutenant of Inverness, Badenoch and Strathspey, Lord Gray died aged 78 at the Highland Hospice on Tuesday.
Outside politics, Lord Gray was widely known among the sporting communities of Inverness as a member of the Highland Rugby Club and a keen cricketer playing for Northern Counties from 1948 to 1965.

My Lords, I welcome the fact that the noble Lord, Lord Bassam, and his department have taken so constructively the decision of this House when this matter was put to a vote on Report.
When the noble Lord, Lord Phillips of Sudbury, moved a similar amendment on Report, he wondered whether someone served with a disclosure notice who was not in possession of the relevant protected information at that time could be penalised unjustly under the Part III powers.

The noble Lord, Lord Hunt, referred to the noble and learned Lord, Lord Williams of Mostyn, and the remarks he had made on previous occasions when the Government sought to restrict the right to jury trial.
My Lords, I have listened to the debate with great interest, with great support for the views that have been expressed on the jury system and with ever-growing puzzlement as to why the Government are putting the suggestions forward.
Many noble Lords will know that some 47 chief constables have written in the most trenchant terms to express their concern and anxiety about the task with which they have to grapple on our behalf on a daily basis.

In 1976, when he was front-bench opposition energy spokesman, Gray defied a three-line whip to vote with the Labour government in favour of devolution.
As it was, his own political demise came sooner, though only by a few years, and owed as much to local factors, such as boundary changes and the closure of a large aluminium smelter at Invergordon, as it did to national events.
A popular, decent man and a stalwart member of the Lords and Commons Cricket Club, Gray was an instinctive party loyalist and offered to resign when he took the painful decision to vote with the Labour government in favour of devolution.

While Lord Steel has stated that he is to be known simply as 'Sir David' in the Scottish parliament where he holds the the non-party position of Presiding Officer of the Scottish Parliament, he continues to vote, and claim expenses, as a Liberal Democrat Peer in the House of Lords.
Lords of Appeal in Ordinary must retire at the age of 75 but continue to sit in the House of Lords.

My Lords, I am not sure that the amendment is a classic piece of drafting, but I support it because of the importance that I attach to the completion of preparations for a vaccinate-to-live policy to be applied, if appropriate, in any future outbreak of foot and mouth disease.
The noble Lord, Lord Whitty, kindly sent me a copy of his letter to the noble Earl, Lord Peel, which states that DEFRA is considering two types of test for the presence of the foot and mouth disease virus: the simple, so-called 15-minute test; and the longer, at present laboratory test called the RT-PCR test.
My Lords, surely the answer to the noble Lord, Lord Carter, and to the Government generally, is the application of the simple age-long principle that prevention is better than cure.

I understand why anxieties are raised; we are talking about transfer of property and, as the noble Lord said, there could be an element of compulsion involved without the agreement of a third party.
To answer the questions asked by the noble Lord, Lord Gray, about what kind of property we are talking about, for the most part, we are almost certainly discussing property such as leases, licences of intellectual property, contractual rights and so forth, rather than cash.
So it is not easy to define a fixed period or even a normal period in the sense in which the noble Lord, Lord Gray, asked me to do.

Two local lords did a brilliant job of showing what a bad bill this is. They are David Hunt, (former Conservative MP for Wirral West), and Lyndon Harrison, (former Labour MEP for Wirral & West Cheshire).
We are pleased that a Lord from the Merseyside area is not sponsoring a Bill which we believe is not in the interests of Merseysiders, as tolls will tend to have an aadverse effect on the economy.

It starts with a restlessness before I head into sleep, like some subconscious part of me knows whats waiting and don't want to fall asleep.

The Royal Society, fearing that it might not be listened to, then intervened at the last minute with a statement from Lord May, its president, and four vice-presidents, which urged the Cabinet to “show political courage” by taking an actively pro-nuclear stance.
He and his colleagues said: “If the White Paper extends the present moratorium on constructing new nuclear power stations until, say, after the next election, it is difficult to see how this could be described as ‘keeping the nuclear option open’.
The message from BNFL this month was “to get off the fence and back nuclear” as it prepared a joint report with British Energy on the feasibility of replacing the current generation of nuclear reactors with AP1000 plants, details of which have been reported in this Newsletter.
