  Bill Rodgers
William Thomas Rodgers, Lord Rodgers of Quarry Bank (born 1928), often known as Bill Rodgers was one of the "Gang of Four" senior British Labour Party politicians who defected to form the Social Democratic Party.
Rodgers first entered the British House of Commons in 1962, and served in Labour Governments under Harold Wilson and James Callaghan, becoming Secretary of State for Transport[?] in Callaghan's Cabinet in 1976.
In 1987 Rodgers was chairman of the successful "Yes to Unity" campaign within the SDP in favour of merger with the Liberal Party.

Lord Rodgers succeeded Lord Jenkins to become the Liberal Democrats' leader in the Lords in 1997, defeating Lord Wallace of Saltaire by 38 votes.
Lord Rodgers, a former Labour MP and transport secretary who defected to help set up the Social Democrats in the split of the early 1980s.
The lord chancellor hit the headlines in 1998 over his expensive taste in wallpaper, his guilt over his marriage to Scottish Secretary Donald Dewar's former wife and because he wanted to rid himself of his ceremonial dress for day-to-day business in the Lords.

As regards the comments of the noble Lord, Lord McIntosh, I should say at the outset that I accept the constraints on the noble Lord in terms of the time he has had to peruse this Statement, and also the fact that both he and I have been fairly preoccupied for most of today.
The noble Lord got closest to asking a question--if he had questions at all--when he asked about the increase in the prison population and how the costs of that would be met.

When I debated with the noble Lord, Lord Rooker, the subject of civil defence in the face of terrorist threats, it became clear that all preparations for civil defence are a matter of utmost secrecy.
I must say to the Lord Chancellor whose misfortune it is to have to reply to the debate and to put as brave a face and as subtle an argument as he can upon this appalling tale that I am becoming a little cynical in my old age.
The noble Lord, Lord Goodhart, made the remarkable suggestion--I suspect that it was made only in good humour--that the apparent change of position was the result of the noble and learned Lord the Lord Chancellor having been the victim of a mugging.

Lord Haskel: In the House of Lords at the moment the Clerks are asked to investigate any conflict of interest on the odd occasion that it has arisen, and that seemed to be satisfactory, but, there again, my concern about these internal investigations is that the public may think that we are investigating ourselves.
Lord Dixon-Smith: It would be a greater defence for the Lords against attack in the future if filling in the register were mandatory, but, as I say, the question of what is actually put in that register is still a matter of the individual's honour in filling it up.

 Senior judges attack 'scatter-gun' Howard
Lord Bingham, the Lord Chief Justice, and Lord Woolf, the Master of the Rolls, criticised the "scatter-gun approach" of the Crime (Sentences) Bill which came under a cross-party onslaught in the Lords.
Lord Woolf said that if the Bill was implemented it would prove a very expensive way of making the criminal justice system worse and added that it was regrettable that the legislature was interfering with the judiciary.
Lord McIntosh of Haringey, Labour's spokesman on home affairs in the Lords, said that the Bill was "confusing, self-contradictory and, of course still evolving".

 History of the Party
The Liberal government of 1906-15, one of the great reforming administrations of the twentieth century, broke the power of the House of Lords and laid the foundations of the modern welfare state.
As a result of a fully democratic, one member one vote election, Paddy Ashdown MP was elected Leader of the new Party in July 1988 and an all-member ballot in October 1989 adopted the name Liberal Democrats (Lib Dem) as the common name of the Party.
Roy Jenkins (Lord Jenkins of Hillhead) led the party in the House of Lords, until late 1997, when he retired and was replaced by Bill Rodgers (Lord Rodgers of Quarry Bank).

Lord Jenkins, dubbed the grandfather of New Labour, died aged 82 on Sunday after collapsing at his home in the village.
Lord Jenkins's son, Charles, paid a glowing tribute in his address to the private man behind the public face.

In Committee I expressed much sympathy with the views of noble Lords who wished to see the scope of enhanced checks extended to cover vulnerable adults as well as children and undertook to come forward with an amendment which would seek to better protect those groups from those who abuse their positions of trust.
I assure noble Lords that we intend to consult widely with interested parties, including the charities involved, on the difficult question of which groups of vulnerable adults most need this extra protection.
At Committee stage on 2nd December when we discussed the amendment moved by the noble Lord, Lord Weatherill, for the waiving of fees in respect of charities, many noble Lords were concerned about whether the financial provisions of the Bill had been properly thought through.

Indeed, as a schoolboy I played a minor part in the General Election of 1945 in Liverpool, where I was born and brought up.
I was elected to succeed Lord Jenkins as Leader of the Lib Dems in the House of Lords in 1997.
I retired from being leader of the Liberal Democrats in the Lords in 2001.

Lord Rodgers of Quarry Bank rose to ask Her Majesty's Government whether they were satisfied with the performance of the Civil Aviation Authority in regulating low-cost airlines.
The Minister, Lord McIntosh of Haringey, was full of confidence in the ability of the CAA to regulate the questions of safety - the EU commission was introducing measures to ensure that passengers were fully compensated for delays and cancellations, and the Irish Aviation Authority was acting in respect of Ryanair.
We commend the noble Lords for asking essential questions relating to safety and to working conditions for employees, but there are other equally important factors that ought to have been raised.

Readers may recall that shortly after my defeat in the election for the leadership of our party in the Lords - and I still receive letters daily bemoaning that result - she was seized by a violent passion for Lord Rodgers of Quarry Bank.
Despite following him around London, often waiting late into the night for him to emerge from the House or a West End restaurant, she was unable to, as it were, act upon her feelings.
For myself, I have decided to show solidarity with the people of the South of France, which is why I am writing this entry in my suite at the Hotel Splendide, Antibes.
