Lord Soulsby of Swaffham Prior: My Lords, like so many Members of this House, I find the Bill difficult to understand in what is intended for the benefit of hunted animals in particular, and wildlife in the countryside in general.
We have heard from several noble Lords that foxes require to be controlled, that they are predators and can attack wildlife and also domestic livestock.
Seldom are hunted foxes presented for treatment at a veterinary surgery because the death of the fox is the usual result of the hunt.

The noble Lord was admired by all members of the committee and by the individuals who gave evidence.
No doubt the noble Lord, Lord Burns, shares my disappointment at the misrepresentation of certain statements in the report, which were taken out of context.
It is important to recognize that the inquiry, as the noble Lord, Lord Burns, said, was not asked to recommend whether hunting should be banned; nor was the committee asked to consider moral or ethical issues--for example, whether hunting was cruel.

On the second point - Lord Flowers' point -I have sat on the research grant committees of three different research councils and the really difficult areas are those which fall between two research councils, and there are committees which have tried to link two research councils, but in our present structure it does not work.
I wonder if Lord May would like to comment on whether an international initiative such as that, or indeed some other international initiative, might be the trick for sparking this re-invigoration of alpha-taxonomy.
Lord May, we have heard that the three major institutions are responsible for 90 per cent of the UK's systematic output.

Also that morning, Lord Soulsby of Swaffham Prior, the only veterinarian in the English Parliament, explained that society's responsibilities to animals are at the heart of his nation's animal welfare laws.
Soulsby is a member of the House of Lords and sits on its Select Committee on Animals in Scientific Procedures.
Soulsby explained that researchers must demonstrate that the benefits of the proposed study exceed the costs to animal welfare.

That is where we are, and the noble Lord knows that as a result the national insurance contributions are levied from an employer and an employee with the availability of a Treasury contribution, if necessary, to make good what GAD forecast is required to have a national insurance fund in balance.
The noble Lord is saying that what is currently MIG should carry the strain between where Roy is with his retirement pension, however modest that may be—£10 worth, £50 worth or £77 worth up to £100—and whatever else he may have; he will still receive a savings credit.
Noble Lords have repeatedly stressed the importance of prescribing antimicrobials only when it is really necessary to do so, in the right dose and for the right length of time, and seeking to cut down on the unnecessary and inappropriate use that undoubtedly still continues to occur.

 Stray pets may be used for organ transplants
Lord Soulsby of Swaffham Prior, one of Britain's most distinguished veterinarians who chairs the association's ethics committee, said: "The committee is unanimous that there is not an ethics issue here provided that proper guidelines are followed."
Lord Soulsby, who helped lead the successful campaign to reform Britain's 90-year-old quarantine laws, said that dogs and cats that would be destroyed anyway could be used as donors if consent could be obtained.
Lord Soulsby said he was convinced that organ transplants would become acceptable for pets in Britain.

First, I believe that the noble Lord was not in his place when my noble friend Lord King, talking about the allegation of a filibuster—as the noble Lord has just made—repeated the immortal words, "You ain't seen anything yet" when he recalled some of the speeches in another place.
My Lords, I do not intend to go into the arguments again because there is no doubt that in his report and in his speech the noble Lord, Lord Burns, clearly demonstrated that cruelty is not the issue.
The noble Lord, Lord Burns, and his report pointed out that there is an absence of firm scientific evidence relating to the physiological changes experienced by a fox during the chase.

The House Of Lords in the UK took evidence from many interested parties late 2001 and early 2002 on the subject of animals in scientific tests.
One of the interested parties who gave evidence to the Lord’s committee was Dr Claude Reiss of the anti-vivisection group “Doctors & Lawyers for Responsible Medicine” along with Dr Andre Menache of the same organisation.
Liela Harvey is no longer with the organisation and I think it is unfair to ask Dr Reiss to respond to a document presented by Liela Harvey if she is not here in person to defend it.

Lord Whitty, a junior minister at the Department of the Environment, Food and Rural Affairs, made plain the government's anxiety to find a solution to the foxhunting problem, as he opened debate.
Opening the debate, Lord Whitty said it was hoped that the three main groups would "come together behind one option" during debate on the hunting bill last year.
Lord Soulsby, who served on the Burns inquiry into hunting, said shooting, snaring and poisoning were "less certain of a clean kill" than hunting, and they could lead to prolonged injury, pain and distress.

The Government welcomes the report's contribution to the debates on the therapeutic and non-therapeutic (referred to in the report as "recreational") uses of cannabis.

Whether the contiguous cull in the face of the foot and mouth outbreak was legal, was approved by the European Union and was tested in the courts; and whether veterinary resources to deal with the outbreak were the same as they were in 1997.
My Lords, I can clearly say so because that was the decision of the judge and the court on the only occasion in the English courts on which the validity of the cull has been challenged.
The noble Lord and those who pursue this question are raking up potential difficulties which understandably existed among those most directly involved but which hide the fact that the cull was necessary in order to contain the disease.

The House of Commons, however, voted to prohibit tail docking except for working dogs, and this was accepted when the Bill went to the House of Lords.
Lord Soulsby withdrew his amendment on receiving an assurance that the Government would make the necessary correction, and this was done at a later stage.
The veterinary surgeon will now only have to certify that certain evidence has been produced by the owner to indicate that the dog is likely to be used for work, and DEFRA will make regulations specifying what that evidence must be.

The scientific row is between Lord Soulsby of Swaffham Prior - a member of Lord Burns's team - and Patrick Bateson, provost of King's college, Cambridge, whose original research led to the ban on stag hunting in 1998.
Today he will be backed by Roger Harris, who, in a report commissioned by the Countryside Alliance, has argued that Lord Soulsby's analysis is right and that it is not a cruel activity.
A spokeswoman for the National Trust said yesterday that the 57 members of the council had already looked at a summary of the report and decided not to change their mind.

 Leading vet calls for compulsory pet licences
Lord Soulsby of Swaffham Prior said that owners would then have their licences revoked - disqualifying them from keeping a pet - if they were found guilty of deliberate cruelty or neglecting their animals.
Lord Soulsby, chairman of the Companion Animals Welfare Council and a past president of the Royal College of Veterinary Surgeons, surprised the annual congress of the British Veterinary Association in Bath by demanding the tightest curbs in the world on pet ownership in Britain.
The licences, he said, were vital to support a new welfare code for animals based on a number of specific "freedoms".

Lord Winston, thank you very much indeed for coming to see us today.
We did visit the States as you well know and, despite a lot of philosophical argument that we put forward, we could not convince the agricultural authorities that rats, mice and chickens required a certain amount of protection.
There is still concern that that may not be the final word on the issue in due course.
