The Maltese Penguin on the other hand, does not take itself too seriously at all and the result is a pure comedy story, which thanks to Shearman's sharp eye for comedy is wonderfully funny.
The Maltese Penguin is quite self-aware of both the conventions of the detective story and Doctor Who itself (such as the point where people start trying to kill you being the interesting bit) and much of the comedy comes from Jezek's hardboiled observations as the confident detective being contrasted with his actual incompetence.
The Maltese Penguin does not attempt the high drama of Robert Shearman's previous stories, but it sets itself up as a strong, comedic piece and in that respect it is a spectacular success.

"The Maltese Penguin" is, in fact closer to Robert's excellent BBV release "Punchline" - a near perfect pastiche of a very familiar dramatic form.
Whereas in the earlier play, it was the British TV sitcom that received the treatment, here it is 1940s American film noir that is brilliantly recreated, and in particular as the title suggests, the 1941 Humphrey Bogart film, "The Maltese Falcon".
Resisting the Doctor's attempts to persuade him to return to the TARDIS, Frobisher (Robert Jezek) has resumed his life as a private detective.

This may conflict with the history of 'Penguin', which suggests he was in avian form during his 'schooling', and used the name Frobisher before meeting the Doctor.
For it to work in the context of the comic strip, we ought to assume that 'Penguin' predates 'Shape-Shifter', allowing the villain to depart the scene with an even bigger grudge and a new reference to the Time Lord's appearance.

He can be killingly funny here and I'd love to see more of the penguin, but someone sit Jezek down with a stack of comics first.
In fact after hearing the story would feature a talking penguin who I had only experienced in Mission: Impractical, this looked like a comedy that would completely flop and I really considered skipping it altogether.
Frobisher's okay, but he didn't overly please me. His voice is appalling, and as Finn Clark mentions, the delightful arrogance that I remember from the comic strips isn't in evidence.
