The NGO Forum has stated that its aim is to provide a common forum for all domestic, foreign, and international NGOs active in Uganda, in order to enhance dialogue between the NGO community and the government, and to promote networking and information exchange between NGOs.
In the meanwhile, you are advised that the proposed NGO "FORUM" cannot conduct policy dialogue with government, lobby government and be a spokesman for the registered NGOs and the civil society in the country until registered as a NGO as well.
After repeated requests by the NGO Forum for action on the registration application, the NGO Board replied in March 1998 that the application had been "deferred until further notice" because the government was in the process of amending its legislation governing NGOs.

In July 2001, the President admitted that ‘while the level of absolute poverty has been reduced from 56 to 35 percent in most parts of the country, in northern Uganda its has instead gone up from 60 to 66 in the last three years’ (The Monitor, Kampala, 30 July 2001).
For its part the Sudanese government, under President Omar al-Bashir wishes to see Uganda stop its backing for the SPLM/A. Diplomatic relations between the two countries were restored in 2001 as a result of the implementation of The Carter Center mediated Nairobi agreement (December 1999).
There is no gainsaying the fact that in its sixteen years in power the NRM/A has scored some noteworthy successes, especially in much of the southern and western Uganda including the development of the Local Council system.
