The overall aim of this project is for students to solve the Manhattan Murder Mystery.

 Senator: Mystery Spy Project Dangerous
The latest mystery in Washington espionage circles came to light in an unlikely venue: the floor of the U.S. Senate.
The compromise noted that the four senators believed the mystery program was unnecessary and its cost unjustified and that "they believe that the funds for this item should be expended on other intelligence programs that will make a surer and greater contribution to national security."
The rare criticisms of a highly secretive project in such a public forum intrigued outside intelligence experts, who said the program was almost certainly a spy satellite system, perhaps with technology to destroy potential attackers.

(I'd call them skunkworks projects, but if I did Lockheed's lawyers would be sending me polite little cease-and-desist notes).
More likely some guy somewhere in Redmond decided that this would be a cool thing to do and just did it, and who knows which project's budget paid for the hours.

ET&S [3 (3)] - The Mystery Project: Bridging the Gap On-line   (Site not responding. Last check: 2007-10-22)
The project was initially planned to last for ten weeks with a progressive series of tasks which aimed for each student to produce four types of text: a description, a classification, a definition and a compare and contrast.
The others had to guess the mystery: where necessary they had to ask for further clues, and they were also encouraged to choose suitable keywords and use these to search for the answers on the web.
In the second subtask (team collaboration in an attempt to classify all of the mysteries), this was achieved to a certain extent, although much of the language employed in negotiating and interacting mirrored the language that would be used in similar face-to-face situations.

TEN 17-04 National Mystery Shopping Project
Mystery Shopping is a method of assessing service quality and consistency within industries or firms that relies on individuals posing as customers (or shoppers) to assess services and operations.
While Mystery Shopping is a practice commonly used in the private sector, and more recently by public entities, this project seeks to go beyond looking solely at front-end service quality to providing an assessment of demand-driven attributes as reflected in day-to-day operations in the One-Stop Career Centers.
Through the pilot, ETA gathered information on the use of Mystery Shopping in workforce development, explored a variety of approaches to Mystery Shopping across different states and local areas, and identified options for expanding or improving its application in the One-Stop system.

The Non-Comp Review Project 2005 - Mystery House Taken Over
Even though it is quite different from the original Mystery House, this version makes an excellent introduction to the set of Mystery House Taken Over games because it is so well implemented, making it easy to get around, make a map, and discover the names of objects you find.
Actually, the gameplay is very close to the baseline or "original," to the point that I think you can use the Mystery House walkthrough for this version, but the improved descriptions and responses make a big difference.
Also, there are multiple ways of dealing with the murderer after you know who he (or she) is. The scenery is fleshed out and given life, the story is fleshed out and takes on a real shape.

WASHINGTON (AP) — The latest mystery in Washington espionage circles came to light in an unlikely venue: the floor of the U.S. Senate.
Rockefeller and three other Democratic senators — Richard Durbin of Illinois, Carl Levin of Michigan and Ron Wyden of Oregon — refused to sign the congressional compromise negotiated by others in the House and Senate that provides for future U.S. intelligence activities.
Each senator — and more than two dozen current and former U.S. officials contacted by The Associated Press — declined to further describe or identify the disputed program, citing its classified nature.

Lawmaker: Mystery spy project 'dangerous to national security'
Congress' new blueprint for U.S. intelligence spending includes a mysterious and expensive spy program that drew extraordinary criticism from leading Democrats, with one saying the highly classified project is a threat to national security.
In an unusual rebuke, Sen. Jay Rockefeller of West Virginia, the senior Democrat on the Intelligence Committee, complained Wednesday that the spy project was "totally unjustified and very, very wasteful and dangerous to the national security." He called the program "stunningly expensive."
But even expensive imagery or eavesdropping satellites - so long as they're unarmed - are rarely criticized as a danger to U.S. security, they noted.
