Notting Hill is a district of London located to the west of the centre and close to the north-western corner of Hyde Park.
Notting Hill is a cosmopolitan district particularly known as the location for the annual Notting Hill Carnival, which takes place in August.
The name Notting Hill came to prominence when a turnpike gate was constructed at the bottom of the hill on the main road from London to Uxbridge, which is now known as Oxford Street, Bayswater Road and Holland Park Avenue along this part of its route.

The Napoleon of Notting Hill is set in 1984, a famous year in science fiction, and the consequence of that apathy has been to turn political office into the result of a random selection process.
The fact that this is virtually the only change to have occurred in an eighty year period is Chesterton's side-swipe at the prophets who attempted to say what would happen in the twentieth century, a pastime as popular then as it has been again with the turn of the twenty first.
This runs into one problem - Adam Poole, the Provost of Notting Hill, is a man without humour, who has an obsessive devotion to his home neighbourhood which has been fired by the cod-patriotic rhetoric which Quin uses to set up his scheme.

The Napoleon of the title is Adam Wayne, an enthusiastic *citoyen* who takes the new arrangements with great seriousness - and whose territorial aggrandisement and downfall mirror Napoleon's career.
The point that Chesterton intimates - in a vastly more effective, because more subtle, way than more explicitly political novelists, such as Upton Sinclair - is that small and knowable communities are a desirable and indeed virtuous focus of our loyalties, but that the aggrandisement of power and territorial ambition tend to corrupt.
