Forming in a matter of hours from a HP (High-Precipitation) supercell, it was the strongest tornado to hit Illinois since The Palm Sunday Tornado Outbreak, which occurred at Lake Zurich and Oak Park.

 Introduction to Tornadoes
A tornado is often located at the edge of an updraft, next to air coming down from the thunderstorm with falling rain or hail.
A monster tornado that hit Plainfield, Ill., on Aug. 28, 1990, lifted a 20-ton trailer from a tractor-trailer rig on U.S. Highway 30 and bounced it five times before it stopped in a field 1,150 feet from the highway.
Not all tornadoes come from supercells, but the strongest twisters usually have a supercell as a their parent.

Tornado-Reality Check   (Site not responding. Last check: 2007-11-03)
Tornado forecasts were issued in the form we know now as "watches" and the newly-developed tool of weather radar, combined with the development of citizen volunteer spotter programs soon permitted tornado "warnings" to be issued: short-fuse alerts to the presence of tornadoes.
As noted, the tornado watches certainly do not catch every tornado, and if someone happens to get unlucky and their home is hit by a weak tornado that slips through the watch/warning safety net, all the statistics in the world are not much consolation.
If a violent tornado moves through a populated region (as in the case of a particular tornado in Arkansas on 01 March 1997), even with the optimum combination of watches and warning (which is about what the NWS actually accomplished on that day), people almost certainly will be killed.

 Tornado forecasting
Tornadoes may be mentioned in the outlooks when moderate or greater thermal instability is likely to be coupled with favorable vertical wind shear structures (Davies-Jones et al.
This created a seasonal bias to the frequency of issuing tornado watches, with increased likelihood of a tornado watch in the winter and spring (and to a lesser extent, in the fall) when strongly baroclinic disturbances are present in severe weather situations.
Outbreak-related tornadoes are usually produced by supercells and the tornadoes that form from supercells are capable of the highest damage potential associated with any tornado.
