		While meals and refreshments have not been obvious costs of government-sponsored conferences, meals or refreshments are not significantly different from these other expenditures and in some circumstances may be considered, like programs, videos, and signage, to be reasonable, legitimate expenses of the conference.
		In determining when meals or refreshments are allowable expenses of an agency hosting a formal conference, we turn to earlier decisions dealing with the cost of food as an employee training expense.
		The fact that the meals and refreshments also are available to private citizens and employees of other agencies should not be an obstacle so long as an administrative determination is made that their attendance is necessary to achieve the conference objectives.

	Thoughts on the Refreshments
		On the surface, their music is much less self-pitying, less emotionally bleak than a lot of the most popular grunge and rock-lumped-in-with-grunge that dominated alternative radio for the few years before 1996.
		In this the Refreshments are a lot like Wilco - they play nice music on the surface, but beneath that the outlook is less good.
		Their sound is certainly a lot less innovative than bands fusing country and punk, but the approach to songwriting and lyrical bent are certainly shared: the Refreshments twist around, if ever so slightly, standard southern-rock standards and cliches.

	GSA - Government Payment for Light Refreshments at Advisory Committee Meetings
		The Federal Travel Regulation (FTR) allows agencies to pay for “light refreshments” at government-sponsored conferences. A conference is defined as a meeting retreat, seminar, symposium, or event that involves attendee travel.
		According to QandA’s on conferences, it states the FTR only covers conferences that involve travel and that the majority of the conference attendees have to be in travel status in order to provide light refreshments at government expense.
		If a majority is not in a travel status, then the rule doesn't apply.
