Godzilla re-enters our story when Biomajor plants a bomb on Mt. Mihara, basically to flmail Japan with the threat of releasing Godzilla unless Japan hands over the ANEB (though in an example of some of the bizarre dubbing in the English version, one character states that Godzilla is the "hostage" in this situation).
Because the word "Godzilla" is in the title you know that the bomb goes off and Godzilla is free to stomp the heck out of the portions of Japan he missed the last time around.
Godzilla vs Biollante is most important as the first engaging movie since the franchise was resurrected in 1984.

Members of the Forum have reported pretty good video quality, but also the anomaly (at least on the Godzilla vs. Biollante DVD) of having both Chinese and English subtitles selected together, meaning they both appear on the screen and, reportedly, intrude on each other occassionally.

This is an adaption of the Japanese version of "The Return of Godzilla" (the international title of the film), so it (thankfully) excludes all of the American-filmed scenes from "Godzilla 1985", the US version of the film.
Godzilla himself is lovingly drawn, as are the battle scenes between the Big G and the JSDF's ultimate weapon - the Super-X. The story is sometimes jarred by the "cartoony" appearance of some of the human characters, but overall this is a book any kaiju fan will want to read again and again.
