Originally, a variation on the rovers design was to have gone to Mars as early as 2001, but was later deemed too ambitious and deferred to the 2003-05 time frame.

I find I have to tweak a rover, play test it, tweak, etc so often I could not imagine going back and forth to code to do it...
NeBan actually was the one that suggested sweeping the rover back and forth (right after he kicked the original CreepingThunder's tail with Coward).
As far as ICE goes, I don't think there's any logic in my rover that couldn't be implemented in wires (especially if you create a couple of special purpose components).
