His original "Texas Chainsaw Massacre" caught people by surprise with its cast of unknowns, its low-budget documentary feel, and the presumption it was based on reality (according to Halliwell's Film Guide, the movie was adapted from real events that also inspired "Psycho").
"Part 2" has a lot of blood and disembowelment, to be sure, but it doesn't have the terror of the original, the desire to be taken seriously.
The heros of the film include a former Texas Ranger (Dennis Hopper), who wants revenge for the chainsaw death of his brother, and a disk jockey (Caroline Williams) who spends most of the movie screaming while the perverts threaten her with chainsaws.

The performances are crazed, terrifying, and comic; the chainsaw fights are practically epic; the lighting and camera work are artful; the emotions are strong; and the ending is astounding, unparalleled in its imagery and force.
The famed scene where he kinda, I dunno, molests her with the chainsaw is appropriately uncomfortable, and the whole subplot about his trying to court her and protect her from the rest of the family is fairly amusing.
Comparing Texas Chainsaw Massacre 2 to the original or the other sequels/remakes is pointless because this film is a beast all its own.

DVD Verdict Review - The Texas Chainsaw Massacre 2
Tobe Hooper's The Texas Chainsaw Massacre is a masterpiece of horror and suspense.
At the end of the original Texas Chainsaw Massacre, scream queen Marilyn Burns was able to barely escape as Leatherface stood spinning with his chainsaw in the middle of the highway (note to self: this is not an ample way to hitch a ride.
In Part 2, Leatherface is not the gibbering wacko he was in the first film (though he still two lids short of a Tupperware set).

The Texas Chainsaw Massacre 2 is a 1986 sequel to the 1974 horror film The Texas Chain Saw Massacre.

Hopper has underacted character who's revenge for the massacre and torture of his nephew and niece (Sally and Franklin from the first) is somewhat unconvincible to an extent, but he has better moments.
Williams, on the other hand, is very into her character and obviously takes it to the next level, with some hammy moments resaulting.

Although it stars Dennis Hopper and the original "Chainsaw's" Jim Seidow, it is a very, very bad movie for three reasons- one is that it has no point, another is that it can't decide if its a horror or comedy, and the third is that is doesn't really have the same feel as the original.

On the plus side, Dennis Hopper is a treat as the chainsaw wielding savior, the line "The Saw I s Family" is born and the amusement park setting (not nearly as effective as the abandoned house in the original) is somewhat interesting (lots of Christmas lights).

TCM 2 piles on the gore throughout, but also an unusually campy style that seems alien to its predecessor.
But taken for what it is, “Texas Chainsaw Massacre Part 2” holds up surprisingly well for such a wacky sequel to what is arguably the greatest independent horror film of all time.
