Georges was downgraded to a tropical depression Tuesday.

Georges (pronounced Zhorzh) was the second deadliest and second strongest hurricane within the Atlantic basin during the 1998 season.

Of the two, the latter is perhaps more germane to the book--Dreyfuss won as an actor, not a writer.
The book is alternate history but the plot is strictly mystery: the famous Gainsborough painting "The Two Georges" has been stolen while touring the North American colonies and just before King-Emperor Charles III was due to speak in front of it.
The radical separatist group, the Sons of Liberty, has stolen it and is demanding a ransom for its return, and Colonel Thomas Bushnell and Samuel Stanley of the RAMP are assigned to recover the painting, which is a major cultural icon (sort of like the original Declaration of Independence).

In a nutshell, The Two Georges is a very weighty example of alternate history lite.
The painting, "The Two Georges" is a very important old painting depicting the close relationship between George Washinton and King George III, and has been stolen by the Sons of Liberty, a combination racist and pro-independance group of terrorists.
Altogether, The Two Georges is too long due to large amounts of detail in the setting - more in specific places and people than large scale politics, which are not mentioned much - and the alternate history aspect is very implausible and simplistic.
