The decisions of the Council are known as United Nations Security Council Resolutions.
A proposed solution is to increase the number of permanent members by five, which, in most proposals, would include Japan, Germany, India, Brazil (known as the G4 nations), one seat from Africa (most likely between Nigeria and South Africa), and/or one seat from the Arab League.
This was the basis for UN armed action in Korea in 1950 during the Korean War and the use of coalition forces in Iraq and Kuwait in 1991.

It criticised UN bodies, from the Security Council to the Human Rights Commission and proposed the world body offer buy-outs to its ageing staff.
But the report, spurred by the US-led invasion of Iraq last year that divided world leaders, said “preventive action” when a threat was not imminent needed Security Council consent.

When Britain requested the closed-door consultation by the Security Council last night, there was the assumption that the sponsors of the resolution would formally propose a compromise and then everyone would have time to study it, test reactions and then perhaps call for a vote.
When the council broke up, John Negroponte, the US ambassador to the UN, said that the US commended the British proposal to the Security Council, but he said Washington wants to see what reactions are before formally endorsing it.
But the proposal doesn't set a deadline for compliance, and there seems to be a bit of a gap in what the British and American thinking is on that.
