Sanctions Against Iraq - Global Policy Forum - UN Security Council
Disagreement and Debates in the UN Security Council
Though all members of the Security Council agreed in principle that sanctions had to end, many Council members were concerned that a resolution would indirectly justify the war and acknowledge the US occupation.
For many Council members, Resolution 1483 fails to give an adequate role to the UN in post-war Iraq and to arrange for the return of the UN arms inspectors to certify that Iraq is free of weapons of mass destruction.

Iraq war was illegal and breached UN charter, says Annan | Iraq | Guardian Unlimited
Mr Annan said that the invasion was not sanctioned by the UN security council or in accordance with the UN's founding charter.
Mr Blair and Mr Straw tried to secure this second resolution early in 2003 in the run-up to the war but were unable to convince a sceptical security council.
Mr Annan said the security council had warned Iraq in resolution 1441 there would be "consequences" if it did not comply with its demands.

War Against Iraq - Global Policy Forum - UN Security Council
The war on Iraq was a “defining moment,” a crucial episode in history that set a precedent of US-UK relations towards the UN and the international community.
In a controversial documentary on the Iraq War, the BBC is refusing to cut footage of the dead bodies of two British soldiers as requested by the Ministry of Defense and the families of the two men.
Pillage in Iraq may have been more than a disorganized and spontaneous reaction by Iraqis to their new “liberty.” Many accuse the US of having deliberately allowed the widespread plunder of Iraqi cities, buttressed by the fact that only oilfields and the Oil Ministry were protected.

Iraq statement to Security Council - War on Iraq - smh.com.au
Despite the fact that Iraq had not crossed the Atlantic to attack the United States, had no link to the 11 September attacks and had no weapons of mass destruction, United States forces had crossed the Atlantic to control his region.
The Council had been fooled when it was told by the United States and the United Kingdom that the Iraqi people would receive their forces with flowers and hugs.
He warned the Council that the United States and the United Kingdom were about to start a war of extermination against the Iraqi people.

AlterNet: War on Iraq: A Security Council on the Run
With its vaguely worded "second resolution" proposal for the UN Security Council, the United States is showing contempt for the UN and laying down a humiliating dare to any Council members who would defy it.
Before resolution 1441 was passed, the other members successfully insisted there should be another meeting of the Council to determine whether or not Iraq had culpably failed to cooperate with the UN inspectors.
The counter-initiative does not preclude the use of force against Iraq, but effectively puts it on the backburner until mid-summer, when it is generally considered to be too hot to fight.

The push for Security Council 'swing votes' | csmonitor.com
Just as Turkey has faced intense pressure from the United States to allow the use of its territory for a possible war with Iraq, a half-dozen countries on the United Nations Security Council are about to begin feeling like the rope in a tug of war between two powerful camps.
The White House acknowledges that while the US holds to its view that authorization for war is contained in previous resolutions - including 1441, which passed the Council unanimously last November - the new resolution is a concession to allies such as Britain that face strong antiwar majorities at home.
President Bush's national security adviser, Condoleezza Rice, told journalists Monday that "for a number of our closest allies [seeking a second resolution] was an important step to take." For that reason, she added, "It seemed a wise thing to do, and it does give people a chance to affirm, one more time...
