'The Ultimate Foe' is the third and final time that Robert Holmes would write for the Master, and the only occasion on which he would write for the Anthony Ainley incarnation.
Also, Langford's acting suddenly takes a nose-dive, a fact that is especially obvious when she has to deliver the line "the Doctor's convinced he has to sacrifice himself… and you're content to let him!".
Ultimately, the conclusion to 'The Trial of a Time Lord' feels adequate, but I can't help wishing that it felt spectacular.

As far as I'm concerned, the entire Trial of a Time Lord story was a celebration of twenty-odd years of the series without using old clips, archive footage or old Doctors, just as the series veered towards its ending.
This doesn`t mean The Ultimate Foe isn`t enjoyable or entertaining, just that it shouldn`t have ended the all too brief tenure of The Sixth Doctor.
In the end, though, the ultimate credit must be given to Robert Holmes: it's entirely possible that (not for the first time) he saved the series.

It's very difficult to review The Ultimate Foe as anything other than the culmination of The Trial of a Time Lord.
But the real triumph is the Valeyard, a deadly foe, who will clearly stop at nothing to win.
The Ultimate Foe is a decent conclusion to Doctor Who's most epic story, let down mainly by the confusion that it initially leaves in the viewer, but elevated by the wonderful performances by the actors.

Robert Holmes, who had produced some of the most groundbreaking work of the Tom Baker years as well as writing the Caves of Androzani, by some way Peter Davison's most successful story, was originally contracted to write the closing two episodes of the season.
He was knocked back by criticism of his opening four-parter by Jonathan Powell, the BBC's head of Drama, spent more time than he'd anticipated revising that script, was taken into hospital with a liver complaint, and tragically died before the script for The Ultimate Foe was completed.
His death brought to a head the bad relations between Saward and Nathan-Turner, both of whom at that point hated their jobs: Nathan-Turner had been trying to get a new assignment for two years and Saward had lost faith in him and in the BBC.
