The War Games is a serial in the British science fiction television series Doctor Who, which originally aired in ten weekly parts from April 19 to June 21, 1969.
An alien race, the War Lords, are using the fake battles to test and hone soldiers kidnapped from Earth, with the intention of developing an army with which they can take over the galaxy.
Realising that he is not up to the task of defeating the War Lords and transporting all the kidnapped Earthlings home, the Doctor alerts the Time Lords to the situation.

He retreated to Canada but, after a quarrel with Sitting Bull about returning to their former lands, returned and surrendered at Poplar, Mont. He became a farmer on the reservation and with his friend James McLaughlin, the Indian agent, did much to improve relations between Native Americans and whites.

The War Lord doesn't even visibly arrive…he isn't there in one scene, and in the next, he is! The resistance are almost instantly attacked by a group of British soldiers, and the Doctor, Jamie, and Carstairs are taken prisoner.

There is a fair amount of padding in the story (particularly the endless arguments between the Security Chief and the War Chief) and it could probably lose a couple of episodes, but this is one time where the scale of the aliens' intentions seems to justify the unusual length of the story.
The former brings to the War Chief a strong presence and a sense of detachment from his allies and it is easy to see him as a prototype of the Master.
The War chief is an instantly compelling character particularly when we realise he knows who the Doctor is. The moment he spots them in the lecture is a dramatic high.

There is also a great feeling of tension between the Security Chief and the War Chief.
It's interesting to watch as the War Lords manipulate all the human soldiers from the different time zones to become their ultimate army.
