The Nautilus lies at the bottom of the North Sea and the Elephant Man was the result of an alien/human hybridisation experiment.
To make matters worse he also discovers that a cabal of Chiswick witches have established a plan to re-write time, eliminating all high-tech influences in Victorian Britain and sending Britain back to the world of the gas lamp and horse-drawn carriages.
It is not often that you have the opportunity to read a work that is totally original.

 Sproutlore - Sproutlore Reviews
The first thing I'd like to say about "The Witches of Chiswick" is that the writing style feels like a hark back to the classic Rankin books, I meant those of the Brentford Trilogy (now in 5 parts) & the Armageddon trilogy (still only in 3 parts).
That is not to say the plots are re-hashed or that Rankin is riding on past glories, because that in certainly not that case.
A cabal of Witches seem to be bent on altering their present and as such destroying any other future that is to come, for their own evil ends.

It is impossible, in so limited a space, to even begin to describe the plot of "Witches of Chiswick".
There's so much promise in the bizarre SF/fantasy "Witches of Chiswick." It's sad that Rankin wasn't quite up to the complex plot he tried to weave underneath all the humor and wild fantasy.

The Witches of Chiswick by Robert Rankin - Book Review (MTZ Magazine) - Memorable TV   (Site not responding. Last check: 2007-10-15)
Rankin is always playful and The Witches of Chiswick is no exception, here taking pot shots at the Orwellian dystopia where giant corporations rule and to be thin is a major sin (the svelte Starling finds himself something of an anomaly amongst his obese friends).
Whilst the Witches has “more twists and turns than an English country lane” (TM) you are never left too confused, you find yourself dragged along anyway, Rankin sets a hectic pace right from the opening chapters and carries it through right to the end.
Very funny, The Witches of Chiswick is rumoured to have a follow up on the way, we’ll certainly look forward to it.

It seems that there was an entire alternate history in which the Victorians had made all sorts of technological leaps, allowing the British Empire to rule pretty much anywhere it wanted to, only to have that history erased in the year 1900 and replaced with the boring dregs left to us.
The whole thing is due to a conspiracy, of course, something to do with a cabal of witches, H.G. Wells (mostly invisible), Jack the Ripper, and a talking sprout named Barry that implants itself in Will's skull but is always sleeping when he needs help.

I was aware too that Rankin's work slots neatly into the pigeon hole labelled "comic" - but for all this, until now I'd never picked up a Rankin novel and thus I admit to being hitherto blissfully ignorant of what delicious delights his absurd and bizarre imagination offer the reader.
The Witches of Chiswick takes the reader back to an alternative and hilariously twisted Victorian London, one peopled by characters far richer than Mayhew ever catalogued.
The Witches of Chiswick is a playful and warped imagining where Victorian conventions are steam-rolled, kicked about, torn up, stamped on and finally burnt on an alter of Rankin’s own making.

Of note particularly in ‘Witches’ would be his willingness to eschew the family demographic and admit that people do have sex and that it's not always between a loving couple who've spent the last two hundred pages getting to know each other.
Indeed the 'heroes' of ‘Witches’ only seem to conduct their actions for their own glorification or in Will's best friend Tim's case because it's a bit of a laugh.
At multiple points in ‘Witches’, we are invited behind the scenes to have a look at the wooden props holding up the backdrops.

A great and sinister conspiracy exists to keep us from uncovering the truth about our past.
That there really was an invisible man? Now you can learn how a cabal of Victorian Witches from the Chiswick Townswomen's Guild, working with advanced Babbage super-computers, rewrote 19th Century history, and how a 23rd Century boy called William Starling uncovered the truth about everything.

Fans of Rankin won't be disappointed, The Witches Of Chiswick offers plenty of the running gags and awful jokes for which the author is so famous.
Hard-Core Rankin fans may have been worried by an apparent dip in form in the run up to this novel, but rest assured nobody will come away from this feeling hard done by.
I would be surprised if many first-time Rankin readers would get all the characters or jokes, but it is a scorcher.

Robert Rankin's fondness for demented conspiracy theories is complicated by time travel in The Witches of Chiswick--which demonstrates again that everything you know is wrong, that Brentford is the true centre of the multiverse, and that nobody is quite as weird as Robert Rankin.
Will Starling lives in a dystopian 23rd century where Brentford Utility Conurbation is crammed with 303-storey tower blocks and synthetic food has made everyone vastly obese.
