Thea Foss, a Norwegian immigrant, and Andrew Foss, a carpenter, fixed up the newly acquired rowboat and sold it for a profit.
Arthur Foss passed away in 1937, but his sons, brothers and nephews, Fred and Charles Berg, continued the business which eventually drifted into towboating.

With the dubious distinction as one of the most polluted waterways in the country, the historic Thea Foss Waterway in Commencement Bay is now the focus of a major environmental cleanup as well as home to new retail outlets, condominiums, marinas and an internationally renowned glass museum.
When the City of Tacoma decided to purchase contaminated property along the western shore of the Thea Foss Waterway in 1991 and take the lead in 1994 to clean up the waterway, people thought we were crazy.
Thea’s Landing, which opened last fall next to the Museum of Glass: International Center for Contemporary Art, sold all 47 condominiums almost before they were finished and this year leased most of its 188 apartments.

Her husband was gone a lot earning money on construction projects at other places, so in her desire to help with the finances Thea Christiansen Foss bought a rowboat from a passing sailor for $5.00 with the intent to rent it out for supplemental income.
Soon Thea Foss expanded her business and transported logs on towboats flying her green and white flag, the color she painted her first rowboat, under the name of Foss Launch and Tug Company.

The data collected suggest that concentrations of most problem chemicals in Thea Foss Waterway sediments have not decreased since the Commencement Bay Remedial Investigation was conducted in 1984.

Major environmental cleanup of the Thea Foss and Wheeler-Osgood waterways is underway.
Cleanup plans call for the City to lead work in 80 percent of the Thea Foss Waterway-an area extending from near the SR 509 Bridge to the mouth of the waterway.
The City completed earlier cleanup work in February at six sites along the Thea Foss and part of the Wheeler-Osgood waterways, including removing old pilings, capping some of the less-contaminated sediment with several feet of clean sand, installing a sheet-pile bulkhead and restoring wildlife habitat along the banks.
